This combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued. The solicitation number is 20140PR230000312. Applicable North American Industry Classification Standard (NAICS) codes are: 238220: Plumbing, Heating, and Air-Conditioning Contractors This requirement is for a fixed price contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and part 15. Period of Performance: Base Year: ARO (After receipt of award 2023) to 09/30/2024 Option Year 1: 10/01/2024-09/30/2025 Option Year 2: 10/01/2025-09/30/2026 Option Year 3: 10/01/2026-09/30/2027 Site Visit. All bidders are strongly suggested to visit the site to verify any/all quantities before submitting bids. A valid photo Identification is required to gain access to the facility. Offerors are solely responsible for all transportation costs for the site visit. The Government also intends to award vendors that would render service upon award notification and should be able to render service within 8 days after award notification. Price and Past performance are other factors that would be considered while evaluating offers. When submitting your proposals, request a price breakdown of the following: Cost of labor and supervision. Cost of materials and equipment needed to perform the work. Complete attached RFQ SF 1449 section 30a, b, c & block 23 & 24 of the with the amount requested. Prospective contractors shall also provide along with your proposal past performance documents which will be used to determine expertise to perform such work. The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds. Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
