New construction and renovation of a fire / police facility in Grand Rapids, Michigan. Completed plans call for the construction of a 115,000-square-foot fire / police facility.

The City of Grand Rapids (City) is soliciting Statements of Qualifications from qualified Construction Management firms to provide construction manager at-risk services for the Construction of a Fire Department Training Facility. The scope of work includes: Consolidation of various non-emergency Fire Department training and operations from across the City onto a single 9.5 acre training/ operations campus consisting of approximately 100,000- 115,000 sq ft under a single roof. This campus will consist of multiple elements that include: a. A fleet and facilities building (30,000-50,000 SF) including office space, locker rooms, break room, warehouse space, multiple small shops (wood, metal, sign, ladder) and multiple-bay fleet and facilities spaces. This building will also contain office and garage space for the HOT team with separate locker rooms, bathrooms, and break room. b. A prebuilt shipping container burn building to be built off-site and delivered to the site. c. A multi-story training center (36,000 SF) with multiple classrooms, offices, locker rooms, showers, fitness area, high bay training area with a multi-story training house and apparatus floor, with additional area for CPAT course. d. A new EOC (emergency operations center) either stand alone or incorporated into the training center building. e. An apparatus storage building size to be determined. f. Multiple training props (train tank cars, extraction pad) placed around the property g. Outdoor storage (possibly covered) The property should be designed to provide enough space to meet the fire department's anticipated needs for the next 50 years. Construction will be completed by summer of 2026. Grand Rapids Community College/Northwood University programs have courses that will begin fall semester in 2026 at this facility. During the selection process the City will consider responses and proposals for project delivery from qualified regional, and local companies, entities, or partnerships with at least five (5) years of experience in construction and delivery of complex phasing projects with multiple building uses. The City of Grand Rapids intends to execute a Preconstruction Services Agreement and subsequent Construction Management Agreement with a project team that is led by a construction manager (at-risk). The Construction Manager shall fulfill all duties included in the agreement. Preconstruction Services include working closely with the design engineer of record to produce the best value product for the lowest possible cost to the City. The work shall include the final design validation and selection, coordination of final construction drawings and specifications. Except as may be provided in any Project Specific Specifications all work shall be in accordance with the current City Standard Construction Specifications.
