Site work for a water / sewer project in Portland, Oregon. Completed plans call for site work for a water / sewer project.

**As of February 16, 2024 project was awarded to WCT Marine & Construction, Inc, awarded amount is $942,149,67.** The work includes but is not limited to: 1. Remove and replace the entirety of the forward half port, starboard, bow, and bottom steel plating. 2. Remove propeller shaft and bearing on port and starboard side, line-bore strut tube, install new bushing/bearing, and re-install propeller shaft. 3. Remove and replace two rows of fender and fender railing. 4. Remove, rebuild, and reinstall forward push knees. 5. Rebuild winch foundation. 6. Hull cleaning and painting. Type of Award - Lump Sum Bidders can obtain the bid results electronically. The Port may reject bids that do not comply with applicable public contracting procedures and requirements. The Port may reject for good cause any or all bids if the Port finds that doing so is in the public interest. Bidder compliance for this project includes the following: A. Bids shall be on the Port's bid form. B. Bids shall be in compliance with the specified procedures and requirements stated in these documents. This contract is funded in whole or in part by the U.S. Army Corps of Engineers (USACE). Consistent with FAR 52.219-8, it is the policy of the USACE and the Port that small business concerns, veteran owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns shall have the maximum practicable opportunity to participate in performing Port contracts that are funded by the USACE. While there is no specific small business participation goal for this contract, the successful bidder will be required to carry out this policy in the awarding of subcontracts to the fullest extent consistent with efficient contract performance, in accordance with Exhibit A, U.S. Army Corps of Engineers Provisions. This contract also requires the successful bidder to cooperate in any studies or surveys, as may be conducted by the U.S. Small Business Administration (SBA) or the Port, as may be necessary to determine the extent of the successful bidder's compliance with this requirement. In addition, the Port encourages all bidders to consider how they can help the Port achieve the Port's overall Small Business Concern Participation target. A list of SBA-certified small businesses can be located electronically. Provide labor, materials, and other means required by the contract documents to complete the work. Acceptance or Rejection of Bids The Port may cancel this procurement or reject any and all bids in accordance with ORS 279B.100. Bids may be rejected if not in compliance with bidding procedures and requirements. All bids may be rejected in the public interest. The Port may disqualify any bidder if, at any time, it finds that the bidder has repeatedly breached contractual obligations to public and private contracting agencies. Bids that are incomplete or conditioned in any way, or that contain erasures or alterations, may be rejected. Failure to acknowledge receipt of an addendum may result in rejection of a bid. The Port may waive minor informalities in a submitted bid. Acceptance of a bid by the Port will be made by a Notice of Award issued within 50 days after the bid opening date. The bid may not be revoked by the bidder within this period. Failure to issue the Notice of Award within the 50-day period will permit the bidder to withdraw its bid. A bid remains effective until it is withdrawn by an affirmative act of the bidder or until the Port rejects the bid, either expressly or impliedly, by awarding the contract to another bidder. The bidder further warrants that if this Bid is accepted, it will contract with The Port of Portland in the form of Agreement hereto annexed and will to the extent of its bid provide all things necessary for the performance of the Contract, including, but not limited to, bonds, labor, material, transportation, and equipment. The Port anticipates the Dredge Tender Clackamas to be available to the bidder on or about January 23, 2024, and a Notice to Proceed will be issued. The bidder promises that all work under this Contract shall be delivered to the Port of Portland, as described in Document 007200, within 45 days from the date specified in the written Notice to Proceed. The bidder agrees to pay, as liquidated damages to the Port for any delay, the sum of $1,000 per day for each day of delay beyond the delivery date so promised. After the Contractor has delivered the executed Agreement (including a satisfactory performance bond, and labor and material payment bond, each for the full amount of the Contract), the Port will issue Notice to Proceed which will establish the date by which the Contractor is required to complete the work. If all of the documents are not provided within 10 days, the Port may nevertheless establish the date by which the Contractor is required to complete the work.
