Having reviewed the bid documents submitted at the Bid Opening and the plans distributed for this bid, the Village of Palm Springs has decided to cancel all bids. The Village of Palm Springs is seeking Bids from qualified contractors for the cleaning, sandblasting, preparation, sealing and painting of all exterior surfaces of the Villages one (1) 2-story building including the window metal frames, doors, overhang, and trim, in accordance with the terms, conditions, and specifications contained in this Invitation to Bid. Deadline to Submit Questions December 27, 2023 at 5:00 p.m. Proposed Council Meeting :February 8, 2024 Any questions regarding the specifications and solicitation process must be submitted in writing to the Procurement Specialist at procurement@vpsfl.org. Questions and requests for clarification and additional information must be received prior to the Deadline for Submission of Questions on December 27, 2023, at 5:00 p.m. local time. The Village of Palm Springs is exempt from Federal and State Taxes for tangible personal property tax. The Village of Palm Springs reserves the right to accept or reject any or all Proposals, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the Village. Pursuant to Section 2-355 of Palm Beach County Ordinance No. 2011-039, and the purchasing policies of the Village of Palm Springs, all Solicitations, once advertised, are under the Cone of Silence until the appropriate authority has approved an award recommendation, rejected all responses or some other action by the Village to end the selection process. This limits and requires documentation of communications between potential Bidders and/or Bidders on Village Solicitations, the Villages professional staff, and the Village Council members Only bidders attending the mandatory Pre-bid Conference can submit a bid. The Pre-bid Conference will allow bidders to ask questions about the scope of work or the specifications. Immediately following the pre-bid conference, a site visit will be conducted to inspect the building's exterior. The following is a brief summary of the scope of the work, which includes the following major elements, but is not limited to them: Inclusions: 1. Pressure washing exterior surface to be painted. 2. Light wash cedar wood soffit. 3. Let the surface dry completely before prep work is initiated. 4. Chemicals treat mildew areas to be painted. 5. Scrape and peel paint surfaces where necessary. 6. Patch/fill cracks. Caulk breaks and fascia and around doors and windows using the proper size tools to give a clean and neat finished edge. 8. Sandblast awning or waterblast 9. Metal surface preparation: Remove any contamination that may be present. 10. Inspections will be conducted before the prime coat and before finishing coats are applied. 11. Prime stucco and raw wood PPG seal-grip hydro sealer product preferred. 12. Prime other surfaces, doors, metal surfaces, awning. (PPG Industries preferred coating company) 13. Prime and clear coat soffit wood ceilings. 14. Paint stucco/masonry surfaces, window frames, metal awning, metal doors. 15. Boom Lift rental 16. Work shall be done according to manufacture products; PPG Industries Inc. preferred. Approximately 10,390 sq ft
