The City is issuing this Request for Proposals (RFP) for preparation of a Park and Recreation Master Plan. The City has budgeted $200,000 for this purpose with the goal of completing this by March 2025. If submitting a physical version by mail, please submit five (5) copies in a sealed package with the name of the Consultant and RFP title clearly marked on the outside of the package. If submitting by e-mail, please clearly identify the Consultant and RFP title in the subject line. The City reserves the right to reject all proposals and to waive any minor informalities or irregularities contained in any proposal. Acceptance of any proposal submitted pursuant to this RFP shall not constitute any implied intent to enter into a contract. During the evaluation process, the City of Campbell reserves the right, where it may serve the City's best interest, to request additional information or clarification from proposers, or to allow corrections of errors or omissions. At the discretion of the City of Campbell, firms submitting proposals may be requested to make oral presentations as part of the evaluation process. The City reserves the right to retain all proposals submitted and to use any idea(s) in a proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in the request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City of Campbell and the firm selected. The contract award, if any, will be made to the Consultant who, in the City's sole discretion, is best able to perform the required services in a manner most beneficial to the City. Consultants are encouraged to present their own concepts to producing a comprehensive plan. Mission, Vision, Core Values, Goals & Objectives o Establish plan mission statement, vision, core values, goals, and objectives, incorporating themes of sustainability, inclusion, accessibility, environmental stewardship, preservation, and historical and cultural character. o Consider future trends and planning best practices for use of public space for recreation, wellness, and community building and incorporate into future plan. Internal Assessment and Project Administration o Provide the Parks and Recreation Commission, with a presentation of your approach to the planning process and provide two (2) progress reports. o Co-present approach to Master Plan along with City staff to City Council and provide two (2) progress reports. o Participate in progress meetings with the Recreation & Community Services Director and Public Works Director as often as necessary, but not less than once per month until the final plan is approved. o Supply the Recreation & Community Services Director with at least one (1) copy of all completed or partially completed products as deemed necessary by the Recreation & Community Services Director at least three (3) working days before each progress meeting. The Recreation & Community Services Director shall schedule the meetings, as necessary, at key times during the development of the Master Plan. Question Deadline 12/20/2023
