The New Hampshire Department of Environmental Services (NHDES) Drinking Water and Groundwater Bureau is requesting proposals for services to clean and inspect 131 potable water tanks at 71 public water systems (PWS) in New Hampshire. Projects range in number and volume of tanks per community. While tank capacities range from 500 gallons to 25,000 gallons, tanks are typically larger than 2,000 gallons. The selected firm shall schedule the in-tank services for each tank in a manner that will complete inspections in as short a time as possible, and with minimal interruption to system operational status. This grant program is funded through a set-aside of the Drinking Water State Revolving Fund (DWSRF). The firm should consider the following items while formulating the proposal. NHDES understands this request for proposals (RFP) may not fully describe all services required to carry out the project; therefore, NHDES is relying on the firm to provide modifications to the scope of services or to amplify information described herein based on their professional expertise in this subject area. The firm is encouraged to incorporate items deemed necessary to meet the needs of the agency in completion of the project, including attending meetings with NHDES to gather information, receive input and approvals, and review preliminary results. NHDES expects firm recommendations and clear requirements for continued tank use (specific upgrades, repairs, rehabilitation) or if indicated, tank replacement, and budget estimates for this work. A. Minimum Scope of Work: Coordinating the cleaning of the tank interior floor and walls by a pressure washer to remove all sediment, silt, etc. without compromising the tank lining. Potable water shall be used in the washing activity. The residual material shall be removed from the tank and properly disposed of; Evaluating the structural condition and identifying potential corrosion of the tank using an ultrasonic gage and pit gauge; Evaluating the condition of any coating present; Disinfecting the tank in accordance with AWWA C652 after the work has been completed; Ensuring the tank is properly sealed and installing a gasket replacement if necessary; Compiling a report summarizing the findings of the inspection. A copy of the report shall be provided to the water system owner, primary operator and NHDES; Meet with NHDES at least three weeks prior to the start of the project; and Meet (in person or remotely) with each system owners or their assigned representatives and primary operator before performing any work at each system. This RFP does not commit NHDES to award a contract, to defray any costs incurred in the preparation of a proposal pursuant to this RFP, or to procure or contract for work. All proposals submitted in response to this RFP become the property of NHDES and are public records, and as such may be subject to public review. The NHDES reserves the right to interview any, all or none of the top ranked applicants before making a final selection. Applicants may be contacted to provide further clarification. The successful candidate will be expected to enter into a standard State of New Hampshire Contract. If the proposals indicate that the work cannot be completed by a single firm during the 2024 field season, NHDES may offer a two-year contract or award multiple contracts to complete the project. NHDES expects to notify all firms as to the outcome of the selection process by April 30, 2024.
