The City of Sequim uses outside janitorial service providers for the Civic Center and a City-owned event center that is available for public rental. The City seeks to contract with a single reputable business for both facilities. Services at the Civic Center would occur daily (after hours/overnight). Services at the event center would be on an as needed basis, after each event, and the hours and tasks will vary. The City of Sequim seeks proposals from professional janitorial service providers (hereafter referred to as "Contractor(s)") to perform the services listed in Appendix A ("Services"), briefly described as janitorial services at two city facilities. The Contractor will be responsible to furnish their own cleaning equipment and supplies to fulfill the duties of this contract. DESCRIPTION OF FACILITIES: The Civic Center is approximately 30,000 square feet with two floors and includes 22 offices, 3 kitchens, 10 restrooms, 5 conference rooms, Council chambers, 35 office cubicles, and 4 copy/supply rooms. A floorplan is attached as Appendix C. The Guy Cole Event Center is a public reservable facility that is 7,920 square feet with 2 restrooms, 1 kitchen, 1 breakout room, 1 chair/table storage room, janitorial supply closet, and a separate utility closet. Contractor's services and hours spent at this facility will vary depending on the renter's use. A floorplan is attached as Appendix D Any bid submitted by a Contractor not in attendance at the walk-through will be considered non-responsive. Bidders are encouraged, for the sake of receiving appropriate responses during the walk-through, to submit initial inquiries in writing 3 business days before the tour. Questions and associated answers will be shared with all bidders during the tour. Questions that cannot be addressed during the walk-through will be responded to via email, to all firms expressing a "Letter of Interest". Questions may be directed in an email to Hannah Merrill, Parks and Facilities Manager at hmerrill@sequimwa.gov. All questions and answers will be posted on the City's webpage. Potential bidders are expected and encouraged to frequently check back on the City's website. The City of Sequim reserves the right to reject any or all Proposals and to waive minor irregularities and informalities. Proposals received after this date and time, or delivered to the wrong location or in the wrong manner, will not be considered. Contractors must submit a detailed Proposal, including price quotation, and a Statement of Qualifications. Forms for those purposes are included herein. Upon Contract award, the selected Contractor will execute a purchased services contract (Appendix B) and provide Certificates of Insurance with policy endorsements for all required insurance coverage, as well as documentation of current prevailing wage compliance. Proof of a City of Sequim business license or an addendum to show application in process for a City business license. NON-COLLUSION REQUIREMENT: Contractors responding to this Request for Proposals must certify that their proposal was arrived at independently, without consultation, communication, or agreement as to any matter with any other applicant. SECURITY REQUIREMENTS: All employees and subcontractors of the selected business will be required to have successfully passed a police background check, including fingerprints, prior to being allowed access to the facilities for the purpose of performing the Services. Background checks will be subject to periodic renewal. All employees and subcontractors who will have access to City facilities will be required to take and pass security trainings chosen by the City. Contractor will be prohibited from utilizing any employee, including temporary employees, that have not undergone all City security checks and training. NO REIMBURSEMENT: The City will not reimburse any Contractor for the expense of preparing and submitting their Proposal. CITY'S RESERVATION OF RIGHTS: The City reserves the right to negotiate individually with any contractor if not executed 31 days after award. This RFP does not constitute a commitment by the City of Sequim to enter into any agreement or contract, and the City reserves the right to contract with a non-responding Contractor. The City may request clarification of information submitted as well as additional information from any Contractor and reserves the right to vary or waive requirements for different respondents as the City's needs require.
