Design-Build for the 985 Galvanized Pipe Replacement Project at 985 Michigan Ave, Detroit Michigan Z2AA - REPAIR OR ALTERATION OF OFFICE BUILDINGS NAICS Code: 238220 - Plumbing, Heating, & Air Conditioning Contractors Place of Performance: Detroit, Michigan Description THIS IS A SOURCES SOUGHT SYNOPSIS - FOR PLANNING PURPOSES ONLY The purpose of this Sources Sought notice is to determine availability and capability of qualified Small Businesses, Government Certified 8(a) Businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, HUBZone small businesses, and/or Small Disadvantaged Businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research only. Depending on market research and other influences, GSA anticipates issuing a solicitation using a One-Phase Design-Build procurement method around mid to late January, 2024. This is not a request for offers or proposals. The Government does not intend to award a contract based on responses, and the Government is not obligated to and will not pay for information received as a result of this sources sought announcement. This procurement will be advertised under North American Industrial Classification System (NAICS) code 238220 - Plumbing, Heating, & Air Conditioning Contractors. The small business size standard for NAICS code 238220 is $19 million in average annual receipts over the past three (3) years. Project Location: 985 Federal Building located at 985 Michigan Avenue, Detroit, MI Project Title: Galvanized Pipe Replacement Scope Summary: The design-build scope of work includes all labor and materials required to provide design, engineering, construction, and other related services necessary to remove and replace the galvanized piping in the federal building. The Design Build contractor will be fully responsible for all design, construction, and value engineering exercises if necessary related to the project. The work shall include the removal of all galvanized pipes throughout the domestic water system. The galvanized pipe is located within the building riser, on the 5th, 1st, and LL floors. All galvanized pipes are 4 to 6 inches in diameter. The galvanized pipe shall be replaced with Type L copper with lead free solder joints. The contractor will be responsible for replacing the existing valves and pumps, this includes adding new as needed to improve operation of the system. The contractor will be responsible for removal and replacement of the existing finishes as needed to access the pipe. Finishes will be restored to pre construction conditions. The contractor shall commission the domestic plumbing system upon completion of the project. The building has 10 floors, a lower level, and a penthouse. The contractor will be required to start design within 3 days of the contract award. Construction will be required to begin within 2 months of the contract award. Options may be presented when the Request for Proposal (RFP) is issued. Procurement Description & Approach: The General Services Administration (GSA) intends to award a firm fixed-price, Design-Build contract for the 985 Federal Building Galvanized Pipe Replacement Project pursuant to the Federal Acquisition Regulation (FAR) Best Value Source Selection Procedures (FAR Subpart 15.3). GSA envisions a highly collaborative Design-Build delivery approach for this project where the DB contractor works closely with all stakeholders to deliver a project that meets the expectations and needs of the team members and GSA's requirements to deliver. Federal Energy goal compliance will be defined in the technical Program Of Requirements (POR) of the solicitation. The project must comply with the P-100 (Facility Standards for Public Buildings) and all other applicable building codes and standards. The Design-Builder will be selected through a best value/tradeoff source selection process. During the development period, from initial concept to final design, the DB will work in close consultation with GSA and various stakeholders to ensure that all of the goals are addressed and that best value practices are utilized. There will be an informal partnering process throughout design and construction to promote successful project development and execution including a project kick-off meeting. All installed systems will be fully commissioned and functionally tested to ensure compliance with contract documents prior to acceptance by GSA. Risks: The pipe replacement will occur while the building is occupied, and the phasing of the work will need to allow for continued water use. The building is occupied 24 hours a day, 7 days a week. Work is to have minimal to no adverse impact on tenant missions. Any access to the building will need to be coordinated with the building manager 72 hours prior to accessing the building. Responses: Interested small business vendors in the category listed above shall submit their capability statement electronically, limited to 10 pages. The capability statement shall be sufficient in detail to allow the Government to determine the organization's qualifications to perform the work. The statement shall include: 1) Company information a) Company name & address b) CAGE code c) Unique Entity Identifier d) Active SAM registration printout (www.sam.gov) e) Size/number of employees- Please state your firm's various small business socioeconomic statuses (ie 8a, Hubzone, Women Owned, SDVOSB, etc). 2) A statement describing the company's interest in performing the work. 3) Organization chart to include both the design & construction team. 4) Capabilities and experience with federal projects in design and construction in the $1-3M range, utilizing the Design-Build or Design-Build-Bridging Delivery Method. Submitted references should highlight recent and relevant design-build projects in fully occupied facilities within the past 10 years. 5) A statement listing the firm's performance and payment bonding capacity. 6) Contact information: Point of contact name, phone number, e-mail address and web address (if available). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. Incomplete responses will not be considered in determining market availability. Responses to this notice shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable interest and capability. A determination not to complete the proposed procurement based upon responses to this notice is solely within the discretion of the Government and is for review purposes only. THIS IS NOT A REQUEST FOR PROPOSALS. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
