Charleston County is seeking qualifications from Offerors established in the business of providing roofing, building envelope, and building restoration consultation, commissioning (building envelope and mechanical systems), inspection and testing services. These services are to be provided in support of the design, development, and construction of various Charleston County projects. Tolbert, Contracts and Procurement Director Tel: 843-958-4750 Fax: 843-958-4758 DUE DATE FOR WRITTEN QUESTIONS: December 19, 2023, 2023 at 12:00 p.m. (Eastern Time) The County of Charleston intends to establish a contract with two (2) firms to provide professional roof, envelope, and building restoration consultation, commissioning (building envelope and mechanical/electrical systems), and related inspection and testing services. These services are to be provided in support of the design, development, and construction of various Charleston County projects. The successful firms must be licensed by the State of South Carolina. All documents, reports and certifications must be prepared by an appropriate South Carolina registered professional and must be signed and sealed in accordance with all applicable laws of the State of South Carolina. The successful firms will provide all labor, material, equipment, information and other items necessary, along with related professional services required to perform the Scope of Services as defined herein for each individual project. The County shall retain ownership of all documents, and any other data prepared, furnished, or obtained under the Contract. All above listed items will become the property of the County without restriction or limitation on their use. No material produced, whole or in part, will be subject to the copyright of the Engineer or his consultants. Questions or clarifications concerning this solicitation should only be directed to the Charleston County Procurement portal on the County All inquiries concerning this RFQ, whether procurement or technical matters, shall be made through the Charleston County Procurement portal. The Offeror shall not contact other employees of Charleston County concerning the RFQ without prior authorization from the Procurement Department. Failure to follow this procedure may be grounds for rejection of submittal. See General Terms and Conditions, Qualification Submission. This solicitation does not commit the County of Charleston to award a contract, to pay any cost incurred in the preparation of submittals, or to procure or contract for the services. The County reserves the right to: 1) reject any submittal, all submittals, or any part of a submittal; 2) waive informalities, technical defects, and minor irregularities in submittals received; and 3) award the submittal(s) received on the basis of individual items or groups of items or the entire list of items. The County shall be the sole judge of the suitability of the items or services to be provided pursuant to this Request for Qualifications (RFQ). The County reserves the right to cancel in part or in its entirety this RFQ if it is in the best interest of the County to do so. There is no expressed or implied obligation for Charleston County (hereinafter the County) to reimburse responding Offerors for any expenses incurred in preparing responses to this RFQ. During the evaluation process, the County reserves the right, where it may serve the Countys best interest, to request additional information or clarification from Offerors, or to allow corrections of errors or omissions. The terms and conditions in this RFQ shall prevail unless otherwise modified by the County in an addendum to this RFQ. The County reserves the right to reject, in whole or in part, any qualification which does not comply with such terms and conditions. The County reserves the right to retain all qualifications submitted. Submission of qualifications indicates the Offerors acceptance of the conditions contained in this RFQ, unless clearly and specifically noted in the qualification submitted and confirmed in any resulting contract between the County and the Offeror selected. The County hereby contracts with the Consultant to provide the Services specified herein for a period of one (1) year beginning . The County reserves the right to extend this Contract on an annual basis, if it is determined to be in its best interest. The life of this Contract including all extensions shall not extend beyond a period of five (5) years. Any request for a price increase must be made in writing at least ninety (90) days prior to the anniversary date of the Contract, or sooner if so requested by the County. Any request will be evaluated prior to exercising the option to extend. The County will be the sole judge as to whether any price increase will be approved The method of Contractor Selection has not been Determined at this time.
