Renovation of a residential development in Tolland, Connecticut. Conceptual plans call for the renovation of a residential development.
With support of the Town, the Tolland Housing Authority expects to submit a Small Cities CDBG application in spring of 2024 for the capital improvements to the units and property at the Tolland Housing Authority. The Tolland Housing Authority operates 30 units of senior/disabled housing at Old Post Village. The development is comprised of five (5) buildings one of which contains the community room and office. The unit composition includes 19 studio and 11 one bedroom units. The property was developed in 1974. THA's Capital Needs Assessment identifies various facility upgrades and improvements which includes exterior and interior renovation work. Additionally, 504 compliance renovations are identified. Question Deadline: 12/18/2023, Written questions may be submitted no later, All timely questions and the responses thereto will be distributed as an Addendum to this RFP. In general, the work is to include but not be limited to the following: o Exterior Window replacement o Exterior Roof and Gutter Replacement o Parking Lot Repairs and possible expansion to include additional parking spaces o Sidewalk ADA ramp improvements and unit entry accessibility o Full community room renovation for ADA accessibility requirements o Replacement of all mini-split units. o ADA unit renovations to meet current compliance o Unit shower replacement and ADA bathroom enhancements The estimated construction budget is $4,600,000. This amount does not include the cost for design work. SCOPE OF SERVICES The selected Firm should be able to provide the following services: o Architecture (schematic design, design development and construction documents) o Building Inspection and Assessment o Building Specifications o Structural, Mechanical, Electrical, Plumbing, Civil Engineering and Landscape Architecture o Cost Estimating o As-built preparation o Bidding Assistance o Construction Administration/Inspection Services These services shall include all trades deemed necessary to complete the plans and specifications in order for the THA to have all the necessary documents required for construction. Contract award and Notice to Proceed: January 20, 2024 Completion of preliminary plans at the 90 percent level and cost estimates to be proposed by: March 1, 2024 The method of Contractor Selection has not been Determined at this time. The Tolland Housing Authority is not liable for any cost incurred by the firm before the issuance of a contract. The Tolland Housing Authority reserves the right to waive any informality in any submissions, to reject any and/or all submissions, and to accept the proposal(s) that in its judgment, are in the Housing Authority's best interest.
