Site work and paving for a road / highway in Stillwater, Minnesota. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The project scope includes the following improvements at the intersection of County State Aid Highway (CSAH) 18 (Bailey Road) and Settlers Ridge Parkway intersection: 1) signal or roundabout 2) highway drainage and surface water management 3) pedestrian and bicycle facility improvements Preliminary design along with public engagement will determine the final project scope, right-of-way acquisition required, and cost estimates, which will be included in a future capital improvement plan. Project is included Washington County Fiscal Year 2024-2028. As of June 20, 2024, a design team has not been identified. Construction is funded for FY2026. The Washington County Public Works Department is issuing this request for proposals (RFP) to provide project coordination, data collection, stakeholder engagement, and engineering services for the County State Aid Highway (CSAH) 18 (Bailey Road) and Settlers Ridge Parkway/Cottage Grove Drive Intersection Improvement Project. This project has been awarded $2,000,000 in HSIP funding to install a roundabout at this intersection. The full HSIP application is attached to this RFP. All reports/documentation must be developed and presented in Microsoft Office and all design files must be developed and presented in MicroStation adhering to Washington County approved formats unless otherwise noted or requested by the Consultant (the selected firm to perform this work) with approval of the County. The role of the selected Consultant team will be to complete all tasks necessary to take the project to a municipally-approved preliminary layout and a MnDOT State Aid and municipally-approved construction plan set. Washington County will partner with the City of Woodbury and will act as the lead agency through all aspects of the project. The County's role as lead agency does not preclude direct and regular interaction between the Consultant and the City, Watershed Districts, and other agencies. External Agency input and review is important; however, the County is to be kept informed of agency dialogue and will assist the Consultant in determining the need and scope of interaction with a particular agency. The City of Woodbury will need to be involved in the design development and review and other intermediate completion points, and their input will be incorporated on a regular basis to avoid review delays or reworking of design elements. The county reserves the right to reject any or all proposals.
