Infrastructure Replacement Package 1 - Construction NBU anticipates the following items will be included in the Project scope of work: (i) construction of approximately 2,100 linear feet (LF) of 8-inch wastewater main along Spur Street, South Plum, South Grape, Rosedale Avenue, and adjacent to address 3567 IH 35 North; (ii) removal or abandonment of existing wastewater manholes and mains (iii) stormwater pollution prevention; (iii) removal and reconnection of water services; (iv) traffic control; (v) site restoration ; and (vi) all other appurtenances necessary to complete the Project. The Project will be designed and constructed so as to meet all applicable federal, state, and local accessibility standards. The selected Offeror will be also responsible for obtaining all applicable permits and inspections; providing all necessary performance and payment bonds and insurance requirements; and providing NBU with all manufacturers' warranties and all operations and maintenance (O & M) manuals for all equipment installed. The Project will be located in New Braunfels, TX at the following three sites: 1) Spur Street from South Live Oak Avenue to South Plum Avenue, South Plum Avenue from Spur Street to Cross Street, South Grape Avenue from Spur Street to approximately 550 feet East; 2) Rosedale Avenue from South Krueger Avenue to Rosewood Avenue; and 3) 3567 IH 35 Northbound Access Road. Each bid must be accompanied by an approved Bid Bond in the amount of 5% of the bid cost, payable to NBU without recourse, as a guarantee bidder will enter into a contract at the stated price. The successful bidder must execute 100% performance and payment bonds on the forms provided within ten (10) days after the contract has been awarded. The Bid Bond accompanying the bid of the apparent successful bidder will be retained until the contract is awarded and successful bidder executes the contract and furnishes the required bonds and insurance, after which the Bid Bond will be returned to the bidder. All other Bid Bonds will be returned after the bid award. The estimated maximum construction budget is approximately $1,200,000. This amount includes all incidental and contingent expenses associated with the construction of the Project NBU intends to respond to all questions; however, NBU reserves the right to decline to respond to a question or concern. NBU has established a target commencement date for construction activities of the Project as May 1, 2024. The projected substantial completion date is estimated to be one hundred and fifty (150) calendar days from the Notice to Proceed date. NBU reserves the right to phase the construction of the Project or modify the schedule as needed and determined by the NBU Board or staff due to modifications in scope. Questions regarding this RFB or the services requested must be sent to the Purchasing Manager at purchasing@nbutexas.com. NBU shall accept requests for additional information or clarification concerning this RFB on or before January 11, 2024 at 2:00 PM CST. NBU shall not answer any questions submitted after 2:00 PM CST, January 11, 2024. NBU shall have a reasonable amount of time to respond to questions or concerns regarding the RFB. NBU intends to respond to all questions; however, NBU reserves the right to decline to respond to a question or concern. Bids shall remain open and may be held by NBU for ninety (90) days after the Opening Deadline for full evaluation and ranking of offerors. Based on its sole discretion, NBU reserves the right to determine the propriety of any bid and may disqualify any bidder based on an incomplete, inaccurate, or noncompliant bid. The Board of Trustees of NBU reserves the right to reject any or all of the bids, to waive formalities, and to make an award to an offeror as outlined in this RFB. Bidders will be notified in writing of any determinations made by NBU or its Board of Trustees pursuant to this Section.
