Renovation of an educational facility in Port Arthur, Texas. Completed plans call for the renovation of a educational facility.

The Texas State University System ("Owner") on behalf of Lamar State College-Port Arthur ("Member Institution" or "Member"), is soliciting Statements of Qualifications ("Qualifications") and Pricing and Delivery Proposals ("Proposals") for the selection of a Construction Manager-at-Risk firm for the Madison Monroe Educational Building Renovation ("Project"), on the Lamar State College-Port Arthur, Port Arthur, Texas campus. This solicitation sets forth the terms, conditions, and requirements for prospective Construction Manager-at-Risk entities ("CMR" or "CMRs") to be considered for this work. (Prospective CMRs submitting their Qualifications and Proposals in response to this solicitation are hereinafter referred to as "Respondents"). The Owner requires that the Qualifications, Proposals and HUB Commitment Letter (HCL) be submitted at the same time, but in separate, sealed packages. Respondents shall restrict all contact with the Owner and direct all questions regarding this RFQ/P, including questions regarding terms and conditions, in writing to the Point-of-Contact person, via email only. Reed Richard, Director of Physical Plant Email: richardrj@lamarpa.edu RFQ/P submittal of questions deadline (12:00 p.m.)..........................................01/09/2024 The Madison Monroe Educational Building Renovation project will consist of architectural, HVAC, electrical, plumbing, and IT system replacements throughout the building to meet current building standards. The building envelope will be improved with a new energy efficient roofing system to meet the Texas Energy requirements, and windowsreplaced with new insulated glazing units. As part of the work, asbestos and lead materials found in conflict with the renovation work will be abated. The life safety systems will be brought up to code and a new fire sprinkler system will be installed. Full architectural classroom and office renovations and reconfigurations are also included. 1. Abatement: o Abatement of HVAC insulation mastic. o Abatement of asbestos floor tile and mastic, involving the removal of portions of carpeting or other encapsulating material. o Removal of asbestos-coated original electrical wiring. 2. Demolition: o Removal of all remaining ceilings. o Removal of lighting fixtures and other mounted devices. o Complete removal of the outdated main electrical system. o Removal of the original HVAC system. o Removal of all plumbing lines (domestic, sanitary, and hydronic). o Removal of 70% to 85% of existing walls and existing flooring. o Removal of all doors. o Site demolition of two canopies. o Demolition of full roof and roof drains. o Demolition of exterior windows and storefront doors. 3. Building Envelope: o Installation of a new roof. o Installation of new roof drains and interior drainage pipes. o Addition of insulation under the roof metal deck. o Replacement of all exterior windows and doors systems with a new efficient insulated glazing system and new storefront doors. o Planning for new site elements. 4. New Construction o Installation of a new main electrical system, including associated panels and wiring. o Installation of new LED light fixtures. o Installation of a new HVAC system, ductwork, and grilles. o Installation of new plumbing fixtures and all new building piping. o Erection of new metal stud constructed walls. o Installation of new solid wood core doors with hollow metal frames. o Installation of a new 2'x2' lay-in ceiling grid and tiles and gyp. bd. ceilings. o Design and installation of a new building sprinkler system. o Mounting of new life safety devices. o Laying of new flooring material. o Running of new IT cabling. This scope of work covers various aspects of the renovation process, from hazardous material abatement and demolition to the installation of new systems and components. It appears to be a comprehensive plan for transforming the building into a modern and updated space.
