https://publish.smartsheet.com/ecb32fc56f0149f096cf1f35e16c286a 3000 Business Center Dr 10/19/23 CDSP2022-00028 Concept 2 3000 Business Center Dr Abigail Harwell & Dirk Geratz 10/31/23 3:56 PM ________________________________________________________ INTRODUCTION The City of Alexandria, Virginia (the City) has issued this Request for Qualifications (RFQU) on behalf of the Department of General Services (DGS) to solicit Statement of Qualifications (SOQ) from licensed and highly qualified firms for a bus facility expansion project that will assist the Owner, Alexandria Transit Company (ATC), familiarly known as DASH, with expanding their service capacity as well as introduce facility infrastructure that is required to transition the fleet towards a one hundred percent (100%) zero (0) emissions technology. The purpose of this RFQU is to solicit information that will enable the City to determine which Respondents: (a) are best suited and qualified to successfully execute the design and construction of the Project and (b) will be invited to submit Proposals in response to the City's follow-on solicitation, Request for Proposals (RFP). The Respondent's SOQ must meet all requirements established by this RFQU. Requirements of this RFQU generally will use the words "shall", "will", or "must" (or equivalent terms) to identify a required item that must be submitted with a Respondent's SOQ. Failure to meet any RFQU requirement may render a Respondent's SOQ as nonresponsive. The extent to which a Respondent meets or exceeds evaluation criteria will be rated by a Selection Advisory Committee (SAC) and be reflective of the City's scoring of the Respondent's SOQ. The City had elected to proceed with the construction project delivery method of designbuild due to the presence of the project's dual funding sources, namely the Virginia Department of Transportation (VDOT) six (6) year improvement plan (SYIP) and Northern Virginia Transportation Authority (NVTA) six (6) year program (SYP). In light of the temporal constraints imposed by those grant funding sources; the deployment of competitive sealed bidding was considered to be financially disadvantageous. Consequently, the City has elected to employ the design-build construction delivery method to ensure the timely completion of the project. ESTIMATED COST AND SCHEDULE The value of the Design-Build Contract for the project's Base Bid is currently estimated at $6.1 million dollars based on a conceptual level of design. It is anticipated that a Notice to Proceed (NTP) will be issued in Spring 2024, with a final completion date anticipated for late 2025. The estimate of the value of the Design-Build Contract and schedule, stated above, are approximations and are being provided to assist interested participants in determining whether to submit an SOQ. Deadline for Receipt of RFQU Questions 12/5/2023 CITY POINT OF CONTACT The City's sole point of contact (POC) for matters related to the RFQU shall be Mr. Peter Tomaselli. The City's POC is the only individual authorized to discuss this RFQU with any interested parties, including Respondents. All communications with the City's POC about the Project or this RFQU shall be in writing, as required by applicable provisions of this RFQU. Any such contact may result in disqualification from participating in this procurement. The William B. Hurd DASH Bus Facility (Facility) is located at 3000 Business Center Drive in Alexandria, Virginia. The Facility is located within the City's Witter Wheeler campus, a geographic cluster of City and City-related facilities and properties, bounded by Witter Drive to the east, Duke Street to the north, Wheeler Avenue to the west, and Business Center Drive to the south. The site lies within the King Street / Eisenhower Avenue Small Area Plan. The property is owned by the City and is zoned as industrial. The site is currently functioning as a bus operations, maintenance, and administrative facility for DASH. The existing DASH Bus Facility was developed with plans for future expansion on the site. The area of proposed expansion has been used in the interim as an overflow impound lot for the City. The current William B. Hurd DASH Facility is a 220,000 square foot fully indoor facility, with indoor storage for ninety-six (96) full-size, heavy-duty, transit buses. The facility features two (2) service lanes, one (1) bus wash area, and ten (10) maintenance service bays. Currently, the facility is equipped with six (6), one hundred and twenty-five (125) to one hundred and fifty (150) kilowatt (kW) depot chargers and twelve (12) electric charging dispensers for the agency's fleet of fourteen (14) Battery Electric Buses (BEB). The second level houses all employee parking and all office space housing the functions of administration, safety, training, operations, and dispatch. The Facility is active twenty-four (24) hours a day, seven (7) days a week, and three hundred and sixty-five (365) days a year
