The City of Dubuque, Iowa (City) is soliciting competitive proposals from qualified professional consulting firms for providing Professional Consultant Services to collect traffic data and complete an analysis of the Central Avenue and White Street corridors in order to make improvement recommendations. As part of the previously completed Central Avenue Corridor Streetscape Master Plan, stakeholders spoke about creating streets that welcome bus, bike, and car traffic in a safe and friendly manner. Already funded in the Engineering Department's capital improvement project is a budget of $250,000 to $350,000 for the work covered under this RFP. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The attached map depicts the anticipated study area (see Appendix B). It is anticipated that the timeframe for the Project will be approximately 6 - 8 months following the signing of a professional services contract. The selected Consultant will be required to complete the contracted scope of work within the specified timeframe, under the general direction and coordination with the City's Engineering Department. Consultant - Notice to Proceed March 8, 2024 Any questions concerning this proposal must be received on or before 12:00 p.m. CST (noon) on Friday, January 5, 2024. Any inquiries received after this date will not be answered. When submitting a question to the City's designated representative, please include the appropriate Consultant contact information. From the date of issuance of the Request for Proposal until final City action, the Consultant shall not discuss the Request for Proposal with or contact any other City of Dubuque staff or any of the Selection Committee members except as expressly authorized by the City's designated representative. Violation of this restriction will be considered a violation of the rules and be grounds for disqualification of the Consultant proposal.
