The City of Owensboro is Seeking a Reputable Vendor to Supply One Portable Dry Priming Diesel Bypass Pump. This Bid Document Becomes the Contract Between the City and Awarded Vendor Upon the Execution Of the Award Letter and Submission of All Applicable Contract Documentation, Including but Not Limited To, Certificate of Insurance and Business License. A Purchase Order Shall Be Issued Upon Receipt of All Applicable Contract Documentation Being Received From the Vendor. Detailed Specifications Are Listed Below. All Bidders Are Expected to Meet or Exceed All Specifications. Any Bidder Submitting a Bid Which Does Not Meet or Exceed the Stated Specification is Required to Identify the Specification Which is Not Met, With an Explanation for the Exception on the Page Marked "Exceptions to Bid Specifications". The City of Owensboro Reserves the Right to Consider Any Listed Exception to Determine if the Exception is of a Minor Nature, and May Be Accepted, or if the Exception is of Such a Serious Nature That the Bid Will Not Be Accepted. These Specifications Describe the Requirements for Leaf Vacuums to Be Utilized by the City's Public Works Department. Portable Dry Priming Diesel Bypass Pump Specifications 1.0 General Description The Unit Shall Be a Portable Compressor Assisted, Horizontal Self-priming Centrifugal Trash Pump Driven By a Liquid-cooled Diesel Engine. The Pump Shall Be Self-priming and Capable of Handling Large Volumes Of Air, Water, and Solids. 2.0 Centrifugal Pump 2.1 the Centrifugal Pump Shall Be a Horizontal Self-priming Centrifugal Sewage Pump Manufactured by Thompson Pump, Godwin Pumps or Approved Equal. 2.2 the Volute Shall Be Integrally Cast in the Pump Casing. Volute and Pump Casing Shall Be Constructed Of Cast Iron of No Lesser Grade Than Class 30. 2.3 the Centrifugal Pump Shall Contain a Self-cleaning Priming Passage (Re- Prime Port) Positioned Tangentially to the Fluid Flow Path to Prevent Plugging. 2.4 the Impeller Shall Be Non-clogging, Balanced, Semi-open With Full Rear Shroud, Ductile Iron and Shall Incorporate Rear-equalizing Vanes to Reduce Axial Loading and Prolong Seal and Bearing Life. 2.5 the Pump Shaft Shall Be Made of Sae 4140 Alloy Steel. A Shaft Sleeve Composed of 304 Stainless Steel Shall Be Fitted to the Shaft to Protect the Shaft From Wear From the Mechanical Seal and Lip Seal. 2.6 the Mechanical Seal Shall Be a Single, Inside Mounted, Non-pusher Type With Self-adjusting Elastomeric Bellows. 2.7 the Seal Chamber Shall Have a Tapered Bore Design, Which Allows Removal of Solids and Entrained Gases From Behind the Impeller. Seal Housing Shall Be Designed to Provide Adequate Lubrication to The Seal Faces During Periods of Pump Dry Running. 2.8 the Pump Shaft Bearing Shall Be Supported by Two Bearings of Ample Size and Proper Design to Withstand Typical Axial and Radial Loading Imposed on the Bearings During Normal Operation. Bearings Shall Be Grease Lubricated. 2.9 the Pump Shall Be Equipped With a Replaceable Wear Plate to Protect the Pump Casing From Wear. 2.10 the Pump Shall Incorporate a Drain Cover or Valve for Draining the Pump Freezing Weather. 2.11 the Pump Shall Be Capable of Delivering 550 Gallons Per Minute at 75 Feet of Head. 2.12 Centrifugal Pump Shall Be Capable of Handling Up to 3-inch Diameter Non-compressible Spherical Solids. 2.13 Centrifugal Pump Shall Be Capable of Fully Self-priming on Its Own With a 25-ft. Static Suction Lift Within Two Minutes When the Pump is Pre-filled With Water. 2.14 the Pump Shall Be Furnished With a Liquid-filled Vacuum Gauge for System Diagnostics. A Liquid Filled Pressure Gauge Shall Also Be Supplied 3.0 Engine 3.1 the Engine Shall Be a Four Cylinder Four Cycle Water-cooled Naturally Aspirated Diesel Engine, John Deere Model 4045d or Equal Capable of Producing 62 Continuous Duty Horsepower at 1,800 Rpm. 3.2 the Engine Shall Drive the Pump via an Elastomeric Torsion Drive Coupling. 3.3 the Engine Shall Have an Industrial Type Battery With 145-amp Hour Rating and Minimum 650 Coldcranking Amps Mounted in a Lockable Frame. 3.4 a 12-volt Starter and Alternator Charging System Shall Be Provided. Since the Unit Will Be Used for a "Hot" Standby Pump, Provisions Should Be Made to Keep the Battery Charged at All Times. 3.5 Engine Shall Have an Industrial-style Muffler With Rain Cap. 3.6 Engine Shall Have a Mechanical Type Governor. 3.7 Engine Shall Have Variable Speed Throttle Control. 3.8 Engine Shall Have Safety Shutdown Switches for Low Oil Pressure and High Head Temperature. 3.9 an Instrument Panel Shall Be Provided in an Enclosure and Mounted on Rubber Isolators. 3.10 Control Panel Shall Contain the Following Instrumentation and Controls: Key Switch, Tachometer, Hour Meter, Oil Pressure Gauge, Water Temperature Gauge, Voltmeter, Charge Indicator Lamp. 4.0 Frame/fuel Tank 4.1 the Pump Set Shall Be Mounted on a Combination Frame/fuel Tank Constructed of Tubular Steel With a Minimum Fuel Capacity of 100 Us Gallons for Long Run Times Under Pump Load. 4.2 the Frame Shall Incorporate an Integral Lifting Bail Capable of Lifting the Entire Pump Set. 4.3 Fuel Tank Shall Have Two Clean-out Ports Located at Opposite Ends of the Tank. 4.4 Fuel Tank Shall Have a Removable Basket Strainer Mounted in the Fill Port and a Lockable Cap. 4.5 Unit Shall Be Equipped With a Mechanical, Direct Reading, Frame-mounted Fuel Gauge. 5.0 Priming System 5.1 the Priming System Shall Be Fully Automatic Eliminating the Need to Pre-fill the Pump Casing With Water to Achieve Initial Prime. 5.2 the Compressor Shall Be an Engine or Pump Mounted, Industrial Version Pressure-lubricated Type. Splash-lubricated Compressors Shall Not Be Considered. 5.3 the Compressor Shall Contain a Pressure Relief Valve for Overpressure Protection. 5.7 the Priming System Shall Contain an in-line Serviceable Discharge Flapper Valve Which Can Be Readily Cleaned and Repaired Without Having to Disconnect the Discharge Piping. 5.8 the Venturi Shall Be Constructed of Bronze and Be of Modular Design Allowing for Replacement of Individual Wear Components. 5.9 the Priming System Shall Incorporate a Manual Valve to Permit the Pump to Operate Under Positive Suction Head Conditions. 5.10 the Priming System Shall Be Capable of Automatically Priming the Pump With a 28-foot Static Suction Life With No Water in the Pump or Suction Piping.
