The Columbia County Redevelopment Authority (CCRA) is requesting proposals for the below services. These services must be provided by a single entity and may not subcontracted to additional parties unless otherwise noted. The Service Agreement will be effective for three years from the time of selection unless otherwise terminated in accordance with the terms of the Services Agreement. Scope of Services: * Property Maintenance including but not limited to: oPreventative maintenance for both interior and exterior buildings as well as apartment turn over, grounds and other general landscaping, and snow removal. Annual inspection and experience with REAC scoring and HUD inspection guidelines is required. Ability to inspection Section 8 apartments as required. * Financial Account Services including but not limited to: oPreparation of cash flow statements and balance sheets, payroll, financial projections, and general book keeping. Experience with Quickbooks and Horizon Tenant Management system required. * Property Management including but not limited to: oManagement and oversight of 50 Public Housing units including management of tenant disputes, collection of rents, and annual recertifications. Experience with Horizon Tenant management system and managing HUD Public Housing required. * Construction Management and Design including but not limited to: oGeneral oversight of construction projects including project management, general design of accessibility modifications and familiarity with DCED guidelines and requirements for home rehabilitation through the HOME program and CDBG program. * Reporting including but not limited to: oReporting to HUD through the Voucher Management System (VMS) for Section 8 clients and other related programs. * Information Technology (I.T.) Services including but not limited to: oManagement of hardware devices (Computers, cellular devices, tablets, printers, etc.) Ability to provide a Virtual Private Network (VPN) or similar computer allowing for file protection and remote login (VPN Hosting services may be contracted to a third party if necessary) * Office Management and Administration including but not limited to: oGeneral filing, answering and returning voicemails, recording of meeting minutes, schedule management, organization of invoices. * Benefit Coordination oBenefit coordination of employees retirement accounts, health insurances, Paid Time Off (PTO), and others as defined. FACTORS FOR AWARD A.CCRA will evaluate each written proposal to determine whether interviews with the proposer are necessary. Based on the content of the written Proposal and any interviews, CCRA will select the firm best qualified to provide the services required and which is most advantageous to CCRA, all other factors considered. If CCRA is unable to negotiate a fee which it deems reasonable, CCRA may issue another Request for Proposals. B.The evaluation will be based upon the following areas and points to be awarded: a.Experience: Experience of the firm: 50 points b.Cost: The firm with the lowest cost: 30 points c.Delivery Time Timeliness: 20 points C.CCRA reserves the right to reject any and all proposals. CONTRACT AWARD Award shall be made to responsible Offeror whose Proposal will be most advantageous to CCRA, price and other factors considered. Among such other factors which may be considered by CCRA in awarding the Contract herein, are on the Offerors qualifications, experience, and familiarity with the requirements of HUD and DCED. CCRA reserves the right to negotiate a fair and reasonable compensation for the services to be performed hereunder. Such negotiations shall take into consideration the range of offers submitted pursuant to the Request for Proposals but shall not be limited thereby. This Request for Proposal does not commit the CCRA to award a Contract, to pay any costs incurred in the preparation of a Proposal pursuant to this Request, or to procure or contract for services. CCRA reserves the right to accept or reject any or all Proposals received pursuant to this Request, and to negotiate with all qualified sources if it is in the best interest of CCRA. CCRA may require selected Offerors to participate in negotiations, and to submit such price, technical and other revisions of their Proposals as may result from such negotiations. Proposals may be withdrawn by the Offeror or authorized representative by written notice received prior to the time specified for receipt of Proposals.
