Site work and new construction of a mixed-use development in Ellington, Connecticut. Completed plans call for the construction of a fire / police facility; for site work for a fire / police facility; service station / car wash facility; and power facility.

As of March 13, 2024, this project has not yet been awarded. A timeline or award has not yet been established. Solar Carport & EV Charging Stations. The Town of Ellington is seeking proposals from interested and qualified firms to Design, Engineer and Construct a solar photovoltaic carport with electric vehicle car charging stations for the Ellington Police at 33 Arbor Way in Ellington. In general, the successful bidder shall submit a proposal that provides a turnkey" photovoltaic solar carport and electric vehicle charging system which includes all labor, materials, tools, and equipment. The carport will accommodate twelve (12) vehicles and support a 31.6 kW solar array. Four (4) of the parking spaces are to be equipped for charging of electric vehicles utilizing two (2) Charge Point CT4021 Dual Port Bollard Mount Level 2 Charging Stations. The project will include installation of all conduits, electrical wiring, and a new circuit panel, as necessary to support the system. The Ellington DPW will be responsible for the demolition, clearing and grading necessary to provide a pad site for the structure, as well as a drainage connection for downspouts and final paving and line striping within and surrounding the finished structure. A minimum of 6.25% of the state-funded portion must be set aside for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled-owned businesses (M/W/DisBE). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN. The Town reserves the right to amend or terminate this invitation to bid, waive any informality, omission, or technical defect in the Bid Form, and to reject any or all proposals or to accept the proposal deemed most satisfactory to the Town of Ellington, if it is in the public interest to do so. This is a prevailing wage project. This contract is also subject to state set-aside and contract compliance requirements.
