Janitorial services to the County of Henrico, Department of General Services buildings. A. Purpose The intent and purpose of this Request for Proposal ("RFP"), and the resulting contract, is to obtain services from a qualified firm to provide janitorial services to the Department of General Services buildings in accordance with the Scope of Services section of the solicitation. B. Background 1.The Department of General Services is responsible for the facilities management of the buildings included in this RFP. Details of each building structure are listed on Attachment H to assist offerors to determine the resources and procedures needed to meet and/or exceed the requirements for each building. Please note, the square footage, number of restrooms with sinks, toilets, and urinals; showers; and kitchenette/breakrooms are estimates, it will be the Offeror's responsibility to determine the details of the building structure. 2.Below demonstrates the historical purchase of Janitorial Services at Public Libraries for the last three fiscal years. This information is provided for informational purposes only with no guarantee to purchase a specific amount on the resultant contract from this solicitation. Fiscal Year 2021 - 2022 2022 - 2023 2023 - 12/2023 Approximate Amount Spent: $ 315,037.30 $ 325,513.00 $ 109,276.64 Scope of Services: A. General Requirements 1.Offerors shall examine the details of each building structure (usage and unique characteristics) to determine the resources needed to ensure each building receives thorough and complete cleaning services. 2.The following are the list of buildings and their address to receive janitorial services: a. Administration Building - 4301 E. Parham Road, Henrico, VA 23228 b. Administration Annex - 4301 E. Parham Road, Henrico, VA 23228 c. Emergency Management - 8604 Staples Mill Road, Henrico, VA 23228 d. Henrico East Health Clinic - 1400 North Laburnum Avenue, Henrico, VA 23223 e. Human Services - 8600 Dixon Powers Drive, Henrico, VA 23228 f. Purchasing Division - 8600 Staples Mill Road, Henrico, VA 23228 g. Recreation and Parks Main Office - 6800 Staples Mill Road, Henrico, VA 23228 3.The Successful Offeror shall provide janitorial services to the buildings listed above five (5) evenings a week, Monday through Friday during the times specified in Attachment H. Cleaning and maintenance services of the parking garage attached to the Administration Annex and day porter services will be performed by the County employee. 4.The Successful Offeror shall maintain a Level 1 Performance Standard as defined in Section II.J. Upon reporting missed and/or unsatisfactory performance (Level 2, 3, or 4) by the County's authorized representative, the Successful Offeror must acknowledge and initiate corrective action. In the event, the Successful Offeror cannot be reached, has not responded, or has not initiated corrective action for the missed and/or unsatisfactory performance, the County has the right to immediately complete the work to its satisfaction, through use of the County employees at the rate provided in the Pricing/Fee Proposal, through use of outside contractors at the rate charged to the County, or deduct the daily rate for the missed service. Such cost shall be deducted from any balances due, or which may become due to the Successful Offeror. NOTE: Communication between the Successful Offeror and County Personnel is imperative with this Contract. 5.From time to time the County may amend the General contract specifications as considered necessary by the Director of Purchasing or his/her duly authorized representative by written communication to the Successful Offeror which shall have the same effect as if fully written herein. Changes may have to do with changes in work schedules, changes in work procedures, relocation of work, change in cleaning supply items, etc. 6.The Successful Offeror hereby agrees that any of its personnel who may be assigned to the County buildings to complete Successful Offeror's obligations under this contract shall be used exclusively for this purpose during the hours that they are assigned, and they shall perform no other custodial work. However, specific exceptions to the provisions of this paragraph may be permitted by the County's authorized representative when such permission is obtained in writing. The County's authorized representative may refuse to permit the Successful Offeror to use any employees under this contract, if the County's authorized representative deems that individual to be unfit to work in any part or all capacities. 7.The Successful Offeror shall be a firm regularly engaged in Green Cleaning. Unlike a traditional cleaning program, a green custodial program takes a holistic approach to building cleaning utilizing products and processes that goes beyond simple appearances and focuses on reducing impacts on the environment and human health. Green Cleaning protects the building occupants and the Successful Offeror's workers' health. The Successful Offeror shall take every precaution to ensure that if available, only safe and environmentally preferable products are used. Your firm is invited to submit a proposal to provide janitorial services to the County of Henrico, Virginia Department of General Services in accordance with the enclosed Specifications and General Terms and Conditions. Time is of the essence, and any offeror that attempts to submit a proposal after the appointed hour for submission, will be unable to, because electronic bidding system automatically closes the solicitation at the appointed time. The time of receipt shall be determined by the time clock in electronic bidding system. Offerors are responsible for ensuring that their proposals are submitted electronically by the deadline indicated. Due to the importance of all Offerors having a clear understanding of the Scope of Services and requirements, attendance will be a prerequisite for submitting a proposal. Attendees must arrive no later than 9:15 a.m. in order to meet the requirement. Offerors arriving after 9:15 a.m. will be denied entrance to the conference and site visits. ONLY two (2) representatives per firm will be allowed to be present in for the conference and site visits. Please Bring a Copy of the Request for Proposal With You to Discuss the Requirements. Nothing herein is intended to exclude any responsible offeror or in any way restrain or restrict competition. On the contrary, all responsible offerors are encouraged to submit proposals. The County of Henrico reserves the right to accept or reject any or all proposals submitted. Pursuant to Henrico County Code Section 16-43, the award will be made by the Purchasing.
