Sandy Lake First Nation (SLFN), in consultation with Ontario First Nations Technical Services Corporation (OFNTSC) and Indigenous Services Canada (ISC), is preparing to remediate two hydrocarbon contaminated sites in the community under a Design-Build Approach. The project scope entails remediation of 8 general areas within the two contaminated sites, totalling approximately 23,500 m2 of surface area and an estimated 110,000 m3 of impacted soil and sediments. Following the Pre-qualification Process, the Successful Short-listed Proponents Will Be Issued a Design-build Rfp Which Identifies the Remedial Scope of Work. Upon Conclusion of the Proposal Period the Project Team Intends to Evaluate and Identify a Preferred Proponent With Whom a Design-build Contract Will Be Negotiated. The Successful Design-builder Will Be Required to Perform the Following Scope of Work in General Terms (Not Required at This RFQ Stage): 1) to Undertake the Necessary Work and Provide Expert Advice, as Required, to Plan, Design and Implement an Effective and Efficient Remediation Methodology. 2) to Prepare a Detailed Site Remedial Action Plan That Provides a Description of the Remediation Approach and Corrective Measures to Be Performed 3) Develop Detailed Drawings and Specifications for All Remedial Work, Including Impacted Civil and Architectural Components as Required. 4) on-site Supervision to Ensure Compliance and Conformance to All Project Requirements; 5) Verification Sampling and Testing by an Scc Accredited Laboratory of Treated Materials, Discharged Materials, Materials Disposed of as Waste and Imported Materials to Ensure That Contamination Has Been Effectively Remediated; 6) Provide Documentation to Sufficiently Demonstrate That the Remedial Objectives Were Achieved With Signatures Confirming the Performance of the Site Remediation Plan, Its Findings and Conclusions and Ensuring That All Conflicts of Interest, if Any, Are Declared. 7) Optimal Utilization of Local Resources (Manpower, Equipment and Materials). 8) on-site Training for Local Personnel During the Construction and Treatment Phases. 9) Ensure That All Relevant or Applicable Permits and Approvals (Federal and Provincial) Are Obtained to Complete the Work. 10) to Provide Risk Management or Environmental Monitoring Services, as Required, to Ensure Effective Implementation of a Site Management Program. 11) to Perform the Remediation of All Impacted Soil, Sediments, and Groundwater in Accordance With the Detailed Drawings, Specifications, and Remediation Plan. The Key Objectives for This Project Are as Follows: 1) to Remediate Petroleum Hydrocarbon Impacts in the Soil, Groundwater and Sediment to Levels That Do Not Pose a Risk to Human Health or the Environment. 2) to Remediate Petroleum Hydrocarbon Impacts So That Slfn Can Develop the Properties. 3) to Minimize the Need for Imported Clean Backfill From Elsewhere in the First Nation. 4) to Minimize the Disturbance to the Community Core During Remediation. 5) to Achieve Remediation and Treatment Objectives Within a Fixed Timeframe (No Later Than Fall, 2027). Extended Treatment Solutions Beyond This Timeframe Are Not Desired. 6) to Implement a Remedial Action Plan That Utilizes Safe and Effective on-site Technologies, Prioritizes Environmental Sustainability and is Sensitive to Minimizing Greenhouse Gas Emissions. 7) to Implement the Work Under a Carefully Managed and Monitored Health and Safety Plan With Reporting Metrics.
