The Town of Bryson City (the Town) is requesting Statements of Qualifications (SOQ) from engineering firms to evaluate their professional qualifications related to the subject project in accordance with this Request for Qualifications (RFQ). The Town has been offered Asset Inventory Assessment (AIA) grant funds through the American Recovery Plan Act (ARPA) and State Reserve Program (SRP) via the State Water Infrastructure Authority (SWIA) and the Division of Water Infrastructure (DWI). The AIA project will build upon the accomplishments of earlier AIA grants. Key outcomes of this project will include a detailed inventory and assessment of the Towns potable water and sanitary sewer systems. The project will include inventory of the water and sewer systems, assessment of the condition and criticality scoring matrix of inventoried assets, hydraulic modeling of the water system, identification of proposed capital improvements and costs, financial analysis of user rates, and preparation of complete water and sewer asset management plans and capital improvement plans. The Town reserves the right to waive any and all informalities in the selection process. It is the Towns intent to award one contract for these services. The Town reserves the right to accept a firm that is most advantageous to the Town. The selection will be made based on evaluation factors of past performance, experience with municipal public utilities systems, experience with similar projects, and professional personnel. Each SOQ shall follow the topic outline shown in Sections 2.1 to 2.4. The overall submittal is limited to fifteen (15) 8.5 x 11 pages including the cover letter. Failure to comply with these requirements will result in disqualification of the submittal at the Towns discretion. The selected consultant will be responsible for all services and deliverables described above in Section 1.0 and those described in the AIA application materials and timelines approved by DWI. The Town will consider, but not be limited to, the following evaluation criteria in reviewing the Statements of Qualifications: Qualifications of key staff members Firms relevant water and wastewater project experience Working knowledge of the Towns municipal water and wastewater infrastructure Successful past performance on municipal infrastructure projects Other relevant considerations
