As of February 26, 2024, project is cancelled. Project is no longer needed. The Information for Bidders, Form of Bid, Form of Contract, Plans and Specifications and Forms of Bid Bond, Performance and Payment Bond and other Contract Documents may be examined at the following places: Village of Kiryas Joel, 51 Forest Road, Suite 340, Monroe, New York, 10950 ,Moishe Gruber, (518) 783-8300 X211 And/or Laberge Group, 4 Computer Drive West, Albany, New York 12205. Only bidders who requested and received the contract documents directly from Laberge Group shall be permitted to bid. Any bidder that is not on the Laberge Group plan holder list will have their bid returned unopened. The Owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract Bidders of This Work Will Be Required to Comply With the Presidents Executive Orders #11246 and #11375. The Requirements for Bidders and Contractors Under This Order, Which Concerns Non-discrimination in Employment, Are Explained in the Specifications. Minority and Womens Business Enterprises as well as Section 3 Business Enterprises are strongly encouraged to apply. No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof. Each Proposal shall be accompanied by a certified check or bid bond acceptable to the Owner, in an amount equal to at least 5% of the Proposal, payable without condition to the Owner, as a guaranty that the Bidder, if awarded the Contract, will promptly execute the Agreement in accordance with the Proposal and the other Contract Documents, and will furnish good and sufficient bond for the faithful performance of the same, and for the payment to all persons supplying labor and material for the work. The Proposal Guaranties of all Bidders except the three lowest will be returned promptly after the canvass of Proposals. The successful Bidder, simultaneously with the execution of the Contract, will be required to furnish a faithful Performance Bond in an amount equal to one hundred percent (100%) of the Contract Amount and a Labor and Material Payment Bond equal to one hundred percent (100%) of the Contract Amount; said Bonds shall be secured from a surety company satisfactory to the Owner. The forms of the Bonds the successful Bidder will be required to execute are included in the Contract Documents and the bonds shall be obtained from companies holding certificates of authority as acceptable sureties pursuant to 31 CFR part 223, Surety Companies Doing Business with the United States. The Performance Bond, and Labor and Material Payment Bond must remain in effect for twelve months after Project completion. The Contract will be awarded to the lowest responsible Bidder, within 45 days after bid opening, complying with these Contract Documents. The Owner reserves the right to reject any or all Proposals or to waive any informality or technicality in any Proposal in the interest of the Owner. If at the time this Contract is to be awarded, the lowest bid submitted by a responsible Bidder does not exceed the amount of funds then estimated by the Owner as available to finance the Contract, the Contract will be awarded on the base bid or alternate base bid, where applicable. If such bid exceeds such amount, the Owner may reject all bids or may award the Contract on the base bid or alternate base bid, combined with such deductible alternates applied in the numerical order in which they are listed in the Proposal, as produces a net amount which is within the available funds.
