Per the owner, as of September 16, 2024, an award has been made for this solicitation. Design is anticipated to be completed by November 1, 2025 and construction is anticipated to begin in November 2025 and is anticipated to be completed on June 24, 2027. License Requirements B Estimated Bid Value 50,845,230 The Trustees of The California State University are requesting Statements of Qualifications (SOQ) from interested and qualified Design-Build Entities (Respondents) to participate in a competitive Request for Proposal (RFP) Process to provide design and construction services for the above-named Project. The Trustees will select a Design-Build Entity (a General Contractor/Construction Manager partnered with an Architect/Engineering team) using a two-step process: (1) this Request for Qualifications (RFQ) from which Respondents may submit SOQ to the Trustees, and (2) the Request for Proposals (RFP) which the Trustees will issue to the shortlisted firms. A technical review committee shall review the respondents' SOQs and, based on the criteria identified in the RFQ, the committee shall select no more than three finalists to receive the Request for Proposals. The Matador Success and Inclusion Center (MSIC) is a new campus building dedicated to housing the Identity Based Resource Centers, the Ethnic Studies Center for Research, Activism, and Community Empowerment (ES for RACE), the Community High Impact Programs (CHIP) group, the Matador Achievement Center (MAC), and the Athletics Administration offices. The facility will be a new stand-alone, approximately 40,000 Gross Square Feet (GSF) building. It will be situated at the northeast corner of Lindley Avenue and Vincennes Street by Redwood Hall. Site work, utilities, and accompanying improvements are additionally required. The California State University, Northridge campus is committed to facilitating access to educational opportunities in the region and is investing in opportunities to advance a culture of inclusive excellence through programming centered on equity, student success and belonging. This commitment will be emphasized in the design of the IBRC, CHIP and ES for RACE spaces. The MAC supports the academic success of student athletes and is being collocated with the Athletics Administration to demonstrate CSUN's commitment to the whole lives of our student athletes. This building and its location within the campus is a recognition of what the students and departmental entities bring to the campus. The new MSIC building is sited within a neighborhood of other buildings and open spaces that celebrate Matador equity, inclusion and belonging, including the new Autodesk Technology Engagement Center, the future Inclusion Quad, and the Sustainability Center The MSIC project seeks to create a place that focuses on the student experience, creates a culture of care and acknowledges underrepresented students and their intersecting identities. The building itself should capitalize on the potential synergies between entities and create spaces that allow the centers to create this community. Completion for the project is expected in July 2027. The new building will become the property of the Trustees of the California State University ("Trustees"), who will approve the schematic design. The Trustees will finance the project, select the design-build team through the RFQ/RFP process, and oversee design and construction. The contract will be administered through Facilities Planning, Design and Construction (FPDC) at the California State University, Northridge campus. The Trustees are responsible for the requisite environmental documentation. The preliminary anticipated design-build maximum acceptance cost for the MSIC is $50,845,230. The final design-build maximum acceptance cost for the project will be published in the RFP. The Trustees shall give a small business a bid advantage of five percent to contracting firms that have been certified as a "Small Business" by the Department of General Services, Office of Small Business and DVBE Services, in accordance with Contract General Conditions (and Supplementary General Conditions) for Design-Build Major Projects, Small Business Five Percent Bid Advantage. Additionally, the Trustees require three percent Disabled Veteran Business Enterprise (DVBE) participation in all contracts, in accordance with Contract General Conditions (and Supplementary General Conditions) for Design-Build Major Projects, DVBE Incentive. DVBE Participation (Incentive), 3.00% to 3.99% (None), 4.00% to 4.99% (1% incentive), 5.00% to 5.99% (2% incentive), 6% or more (3% incentive).
