Estimated Bid Value Range between $15 Million and $20 Million *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The City has a need for a Design Professional and an environmental services consultant to support the demolition and replacement of Hodges Dam with a new RCC Dam (Project). The City intends to deliver construction of the Project via Construction Manager at Risk (CMAR) project delivery method. The Scope of Services for the Design Professional is separated into two major functions: Facility Design and Environmental Permitting. Facility Design shall include full engineering design, including construction documents, of the new RCC Dam and required permits by local and state jurisdictions. The new RCC Dam shall be designed and constructed per industry standards to meet DSOD dam safety and performance requirements and per the Department of Homeland Security's Cybersecurity & Infrastructure Security Agency (CISA) guidelines for Critical Infrastructure, and more specifically Dam Sector Security. The new RCC Dam will require full access control inside and out, downstream, upstream against watercraft, and on both abutments. Access Control shall include, but is not limited to, CCTV, detection systems, deterrents, signage, security fencing, and fiber network communication systems connected to the City's Security Operations Center. Facility Design shall include the design of a temporary bypass to be used during construction, for the protection and safety of the new RCC dam and site after rain/storm events. The primary tasks of Facility Design services include (1) Project Initiation and Scoping, (2) Design Development, (3) Agency Reviews and Permitting, (4) Construction Support, and (5) Commissioning and Record Documents. The City reserves the right to revise the RFP prior to the date that Proposals are due. Notifications of all revisions to the RFP shall be emailed to all potential Proposers.
