General Nature of Public Improvement. Improvements to Third Street and Howard Avenue in Swisher, Iowa. This project is located on Third Street, immediately east of Swisher View Drive SW to 125 feet east of Howard Avenue and Howard Avenue from its intersection with Third Street to 30 feet south of Division Street. This project includes roadway pavement, side road pavement, driveways, water main, storm sewer and sanitary sewer replacement. Sanitary sewer is being upsized and replaced along Third Street, Howard Avenue, and to the south from the intersection at Thrid Street and Howard Avenue through existing right-ofway and along Swisher Creek to connect to an existing sanitary sewer manhole located approximately 1,535 feet north of the Swisher Wastewater Treatment Facility. Time for Commencement and Completion of Work. Work on the improvement shall commence within 10 days of the date specified on the Notice to Proceed. Notice to Proceed shall be no later than April 1, 2024, and Phases 1 and 2 shall be substantially complete and hard surfaces restored prior to November 15, 2024. Winter shutdown is assumed to be from November 15, 2024, through April 1, 2025. Phase 3 shall begin no later than April 1, 2025, and shall be substantially complete on or before August 29, 2025. Final Completion of the Project shall occur on or before October 10, 2025. Liquidated Damages in the amount of Five Hundred ($500.00) per calendar day will be assessed for each day the work remains incomplete. Bid Security. Each bidder shall accompany its bid with bid security, as defined in Section 26.8 of the Iowa Code in an amount equal to 5 percent. of the total amount of the bid.
