Site work for a water / sewer project in Bangor, Maine. Conceptual plans call for site work for a water / sewer project.

The City of Bangor (City) is soliciting technical and price proposals from qualified Structural Engineering Consultants, to conduct a structural evaluation of a portion of the existing stone block retaining wall, adjacent to the Kenduskeag Stream in Downtown Bangor. The portion of the retaining wall to be evaluated is located on the south side of the Hannibal Hamlin Mall Park between Central Street and Hammond Street. This section of wall is constructed with stacked granite stone. Portions of the bottom of the wall, have dislodged stones which compromises the walls stability. This retaining wall was constructed in the early 1930s and lies within the Bangors Great Fire of 1911 Historic District. The Park was added to the National Register of Historic Places in 1984. The intent of this structural evaluation is to develop options for wall repair or replacement and provide the City with conceptual plans and costs that can be utilized to fund the future, final design and construction for the wall project, in the 2025 fiscal year budget. The selected Proposer will review the section of the wall that is in failure and provide a brief report discussing options for repair or replacement of the wall. This report will include project repair options, project phasing, preliminary timelines, required permitting, including; historical, environmental, and Army Corp, and costs associated with different options for repair or replacement. Proposals will be publicly opened at the time stated above, in the temporary Council Chambers, 262 Harlow Street, Bangor, Maine. Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M., Friday, December 22, 2023. . The City will provide a response by 4:30 P.M. on Wednesday, January 3, 2024. This response will be in the form of an addendum, accessible on the City Notifications will be sent to the Registered Vendor List when new addenda are released. It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be received by the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal, or requested proposal revision received at the City Purchasing Department after the time and date specified, will be returned to the Proposer unopened. No Proposer may withdraw their proposal for a period of ninety (90) days from the date of opening. All proposals shall be subject to acceptance by the City during this period. A tabulation of all received Proposals will be posted on the City by 4:30 P.M. on the opening date The City reserves the right to reject any proposals, waive any informalities or defects in proposals, or accept a higher cost proposal if it is deemed to be in the best interest of the City. The City also reserves the right to clarify with the successful Proposer. All Design work must be completed on or before May 31, 2024. All engineering work must be performed by, or under the direct supervision of, a professional structural engineer licensed to work in the State of Maine. The scope of services includes, but is not limited to, the following tasks: Preliminary Engineering and Conceptual Design Services A. Conduct site visit to determine the limits of wall area to be evaluated and considered for repair and/or reconstruction. B. Coordinate appropriate testing to determine wall and subsurface conditions. C. Evaluate feasible options for repair or replacement of the existing retaining wall considering historic significance, constructability, and costs. D. Evaluate hydraulics of isolating northerly channel for stream flow while work is completed on southerly channel wall. E. Identify all Federal, State, and local permitting requirements associated with the wall repair or replacement. F. Prepare a probable construction cost estimate for the project for future budgeting purposes including final design and construction documents costs, permitting, and construction costs. G. Provide project schedule for final design, permitting, and construction. H. Provide recommendations for project delivery methods for final design and construction, i.e. Design-Bid-Build versus Design-Build. I. Provide a brief report that summarizes results of the structural evaluation, repair or replacement options and recommendations, project costs, phasing, project delivery, and schedule. It is anticipated that once a preliminary budget has been determined, the project will then progress to the construction and bid documents phase. At this time, it will be determined if the selected Proposer will provide services for this phase of the work. If the Proposer is to continue, fees for future service will be negotiated with the City of Bangor. The City is hoping to have the construction bid documents completed during the spring or early summer of 2024. Prior to bidding on the project, construction costs will need to be approved by the Bangor City Council and included in the fiscal year 2025 budget, which begins on July 1, 2024 The method of Contractor Selection has not been Determined at this time.
