Bidding and start of construction July - September 2024 Selection and notice to proceed approximately 9 February 2024 The Town of Waterford reserves the right to reject any or all bids, in whole or in part, and to waive any informality in any bid when such action is deemed in the best interest of the Town; their decision is final. On behalf of the Oswegatchie Fire Station Building Committee ("Committee"), the Town of Waterford ("Town") Purchasing Agent is requesting management and fee proposals to provide Project Management services during the design, construction, commissioning and close-out phases for the construction of the Oswegatchie Fire Station. The Project Manager ("Consultant") will work under the auspices of the building committee and will coordinate a project team generally consisting of the architect/engineer (A&E), independent specialty consultants, and the construction contractor. Services provided by the Project Manager will be those necessary to complement the efforts of team members, and to provide the appropriate oversight and monitoring to ensure the successful completion of the project. Scope of Services The Committee anticipates that the Project Management assignment will include, but may not be limited to the following suggested scope: 1. Provide project management on behalf of the Committee while reporting directly to the Committee. 2. Attend all committee meetings, which are presently scheduled for twice per month, and all special meetings as requested by the Committee. 3. Assume the lead role in developing / vetting the project budget, schedule, and construction phasing during the preconstruction phase, including coordination between the project architect, engineer and specialty consultants, and assist with preparation of the project construction documents, budget and schedule. 4. Assist the Owner (if requested) in preparing presentations to the Boards of Selectmen and Finance, and the Representative Town Meeting that are required for full project funding. 5. Provide input and guidance regarding constructability issues, risk, material selection, long lead deliverables, scheduling and potential schedule conflicts, possible value engineering options, site access and logistics, site security, and physical project interface with the neighborhood and public. 6. Review bid documents developed by the team to ensure documents are complete and coordinated, and include all applicable bidding requirements (e.g. DAS prequalification, CHRO set-aside requirements). 7. Coordinate building permits, trade submittals, requests for information and shop drawings 8. Perform site visits during construction. 9. Represent the Owner at construction meetings, which are typically held weekly. 10. During the construction phase assist in and monitor clear, timely and effective communication between and among all members of the project team. 11. Perform on-going monitoring of the project budget for total cost - both construction and soft costs; report cost and budget status monthly to the Owner: a. Review and monitor the constructor's general conditions costs and use of contingency funds; b. Provide real-time reporting on change orders / potential change orders. c. Advise the owner of cash flow projections and eligibility for any Federal and/or State and/or public utility grants and/or reimbursement. 12. Review all invoices / applications for payment for accuracy, work-in-place, validity with contract, and documentation of reimbursable expenses / indirect work. 13. Develop and maintain detailed proposed change order requests and change order logs submitted by the constructor; review / monitor those between the constructor and trade/sub-contractors; review and provide recommendations on all change order requests; track changes due to existing conditions, owner-requested, errors and omissions. 14. Monitor requests for information (RFIs), design sketch and design bulletin logs; track / follow-up on deliverables and due dates. 15. Monitor and review performance of the A&E construction administration services. 16. Monitor and remain fluent in regard to the project schedule, critical milestone events, work completed, and productivity on site. 17. Monitor and report on the implementation and effectiveness of the constructor's site and construction safety program. 18. Monitor and ensure that the constructor maintains adequate, accessible, complete, timely, secure and protected project files and records, including inspection reports, safety reports, requests for information, communications, field reports, certified payroll records for prevailing wage, etc. 19. Monitor and report on regulatory, construction and any special inspections. 20. Manage project punch list, commissioning and close-out, delivery of operating manuals and attic stock, and obtaining a certificate of occupancy. 21. Assist with the financial and documentation close-out of the project.
