In order to accommodate the anticipated continued growth in its business, the VPA is seeking to acquire all materials, tools, equipment, labor,to modernize two (2) elevators in accordance with Exhibit C. Selection shall be made of Bidder deemed to be fully qualified and best suited among those bids submitted. Negotiations shall be conducted with the Bidder so selected if pricing exceeds amount budgeted. Price shall be considered, but need not be the sole determining factor. The Virginia Port Authority may cancel this Invitation For Bid or reject bids at any time prior to an award, and is not required to furnish a statement of the reason why a particular bid was not deemed to be the most advantageous. Should the Virginia Port Authority determine in writing and in its sole discretion that only one Bidder is fully qualified, or that one Bidder is clearly more highly qualified than the others under consideration, a Contract may be awarded to that Bidder. The award document will be a Contract incorporating by reference all the requirements, terms and conditions of the solicitation and the Contractor's bid. VPA intends to award a Contract to a single Bidder, however, if VPA determines it is in its best interest to do so, VPA reserves the right at its sole discretion to award a Contract to more than one Bidder and/or split the order among Bidders.
