Reference Number 0000261187 Question Acceptance Deadline 2024/01/16 03:00:00 PM EST The work will provide professional project management services to Naotkamegwanning for the Construction phase of their new Wastewater Treatment Plant (WWTP). Naotkamegwanning have retained JR Cousins as the Design Consultant for the new Wastewater Treatment Plant (WWTP). The design of the WWTP has been completed and construction funding secured, with the project scheduled to be tendered in January 2024. New WWTP including: Site works and servicing, including extending the water line and connection of outfall piping to existing piping Preliminary Treatment/Headworks – Coarse Screening and Grit Removal; Primary Clarifiers; Mechanical Treatment System sized to accommodate 20-year design flows; Secondary Clarifiers; Tertiary Treatment for Phosphorous Reduction; Disinfection using Ultraviolet Light; Sludge Handling including Aerated Sludge Digester and Sludge Dewatering; Effluent Outfall Construction. Approximately 800 m of forcemain twinning A Professional Project Manager (PPM) is defined as a professional individual, or firm, contracted by the First Nation to manage the development and implementation of a project on their behalf and in accordance with this Terms of Reference (TOR). As this is a major project, the Project Manager, hereon referred to as the Service Provider, must be experienced in the practice of project management and must maintain professional liability insurance. It is understood that the Service Provider will act in the capacity of independent Project Manager for the duration of the project. The Service Provider should have a successful record of providing Professional Project Management services to similar projects of an approved scope of work, schedule and budget. Project Management accreditation or professional engineering licencing is an asset. The objective of the Project Management assignment is to successfully implement the construction stage of this project as per the approved scope, schedule and cost parameters and to provide the Client with the appropriate cost control and fiscal accountability. The Design Consultant and the Contractor will prepare the monthly progress payment reports that the Project Manager will incorporate into their monthly reports. The Project Manager will need to provide financial reports. The Project Manager must: Advocate for the First Nation's interest and work to ensure positive project outcomes for the First Nation; Be familiar with the funding and scope requirements of the First Nation, ISC, and the Investing in Canada Infrastructure Green Stream Program (ICIP Green Stream); Report budgeting and reporting as required by various funding agencies including the First Nation, ICIP Green, and ISC; Define and confirm criteria in the areas of cost control, budgeting, scheduling, change order and quality control; . Keep the Project Team (and others, as appropriate) informed of the project status through monthly physical/financial reporting; . Oversee all phases and aspects of the project and ensure strict conformity to the objectives of the project to meet Naotkamegwanning First Nation, ICIP Green Stream, and ISC requirements; . Overall management and implementation of the construction stage of the project as per approved PAR.
