Site work and paving for a civil project in Hull, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The purpose of this invitation for bids is to procure bids to construct a new concrete seawall at Nantasket Avenue. Phone: 774-277-6001 The project consists of but is not limited to the following: Limited demolition of existing roadway, Partial demolition of the existing seawalls, Removal of existing stone armor revetments, Construction of new concrete seawall with all required excavation, backfill, finishing and paving as required, Stone Armor Revetments, Onsite Processing of Materials, Raising Roadway, Landscaping This work is estimated at $12,817,500. This project includes coordination with the Weir River Water Commission for the replacement of the water main through the project site prior to the roadway completion. The work is to be completed within 550 calendar days of a notice to proceed; the Town of Hull emphasizes the need to complete this protection on schedule to protect against coastal storms. The successful bidder must furnish a performance bond equal to 100% of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required, as well as a labor and materials bond in an amount equal to 100% of the total contract price. Bids are subject to the provisions of M.G.L. Ch. 30, Sect. 39F, G, H and M inclusive. Wages are subject to minimum wage rates as per M.G.L. Ch. 149, sections 26 to 27D inclusive. The Contractor will be required to pay minimum wages in accordance with the schedules listed in Attachment A, which wages have been predetermined by the U.S. Secretary of Labor and/or Commissioner of Labor and Industries of Massachusetts, whichever is greater. Bidder's attention is called to the Equal Opportunity Clause and the Standard Federal Employment Opportunity Construction Contract Specifications set forth herein that establishes a goal for Minority employment at 4.0% and Woman employment at 6.9% for the life of this contract. All bids for this project are subject to applicable public bidding laws of Massachusetts, including, but not limited to G.L. c.30, 39M. The Town reserves the right to reject a bid that is filed by a company that the Town determines is not qualified or responsible to perform the work required. The Town reserves the right to waive any informality, to accept or reject, in whole or in part, any or all bids, or take whatever other action may be deemed to be in the best interest of the Town. Selection of the contractor will be based upon bidder qualifications, including evidence of past performances in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. Liquidated Damages as identified under Article 8 of this contract, shall be assessed at $4,000.00/day. T his project is funded through several sources including the local municipal funding the Federal Emergency Management Agency Pre-Disaster Mitigation Grant Program, the Federal Emergency Management Agency Post-Disaster Public Assistance Grant Program, and the Commonwealth of Massachusetts, Executive Office of Energy and Environmental Affairs Dan and Seawall Repair or Removal Program. With the current federal funding issues and working with the grant programs, the contract cannot be issued until all funds have been secured. The successful bidder will need to hold the proposed bid price until the funds have been procured or until June 1, 2024. Permits for this project are being processed, administratively they may not be available at the time of bidding. If during bidding the permits officially are received an addendum will be issued, otherwise they will be issued upon receipt. These permits are general permits and the general conditions have been included in these documents. No work on site can commence until the official permits are on hand and recorded.
