All written questions will be answered in an addendum posted on the City's website BACKGROUND AND SCOPE OF SERVICES: The City of Durham is soliciting contracted services for the planting of 96 street trees within City owned Rights of Way (ROW) along Club Boulevard from Hillandale Road to Ambridge Street. Additionally, the City of Durham is looking to have 167 trees planted in Beechwood Cemetery, a city-owned cemetery located in South Durham. Specific tree planting locations along Club Boulevard and Beechwood Cemetery are detailed in Appendix G of the Attachments Section. Bid sheets for each section of Club Boulevard must be completed in Appendix G and a cost estimate for tree planting in Beechwood Cemetery must be included. The total cost estimate of the project must combine both the Club Boulevard and Beechwood Cemetery tree plantings. Materials All tree material shall be planted in accordance with the Durham Landscape Manual and Unified Development Ordinance with a minimum caliper size of 2.5" for deciduous trees and 6' minimum height for evergreen, and come from field-grown ("B&B") stock. All tree material should be free of pests, diseases and major defects, such as girdling roots, poor branch structure and competing leader stems. All tree species are detailed in Appendix G, with preferred (primary) species provided along with 1 named alternate species and a second blank alternate. At the time of bid submittal, the vendor will circle or check the species they intend to supply (primary or alternate 1) or fill-in their (second) alternate selection on the bid sheet. This will indicate the species that the vendor has committed to supplying at that location. Methods Before planting occurs, the City of Durham will mark each planting site along Club Boulevard and Beechwood Cemetery with flagging and white paint. Once this is complete, the contractor must call Utility Location Services (ULOCO) and notify adjacent homeowners of the work to be performed (where applicable). It is recommended that adjacent property owners are notified three weeks before tree planting with the use of door hangers (which the City can provide if requested) or a similar method. The method and timing of the resident notification process should be detailed in the proposal. The Contractor will be responsible for furnishing all licensing, equipment, materials, labor, and supervision that may be necessary to complete the contract. The Contractor shall follow all applicable laws in performing any work pursuant to the contract. Lastly, before any roadside operations can begin, the Contractor must establish work zones using the proper signage as required by NCDOT (where applicable) and must remove that signage from the work site at the end of the work day once work activity has ceased. Planting will conform to Tree Planting Guidelines included in Appendix H. Timing It is anticipated that the Contractor will begin work on the project on Monday, January 29, 2024, with an anticipated completion date of Friday, April 26, 2024. The Contractor will also provide a description of how work will be tracked and reported. All billable work will be subject to City's inspection and acceptance prior to payment. Documentation Any and all documentation will be consistent with the locations as described in the RFP. At a minimum, an accounting of completed tree plantings must be provided to the Project Manager or the Project Manager's designee on a weekly basis. It is understood that all planting locations and the dates they were completed, will be included in this documentation, along with a description of any repairs or damages. The MUBE goal is 7% and the WUBE goal is 5% on this bid. A listing of firms from the HUB database is included in this RFP in Appendix B. Bidders may also use firms currently certified as MBES and WBES by N.C. D.O.T. and the SBA 8(a) Program to meet the participation requirements.
