The Port of Seattle (Port) is anticipating a large demand for electrical Assessments and Maintenance at our Maritime Facilities in the next few years. The Port intends to award two (2) contracts from this solicitation to enable us to quickly execute the work and to ensure enough capacity by having two (2) different contractors available. The contracts shall be awarded to the lowest responsive and responsible bidders. However, the Port reserves the right to award only one contract to the lowest bidder or to cancel the solicitation. Each Contractor or Subcontractor performing as a National Electrical Testing Association (NETA) or National institute for Certification in Engineering Technologies (NICET) Certified Technician must maintain a current NETA/NICET license and certification, a copy of which must be provided as a preconstruction submittal, as per Section 01 32 19. Subcontractors performing as a NETA/NICET Certified Technician will be paid the submitted bid Unit Rate for NETA/NICET Certified Technician and are not subject to Subcontractor bid mark-up. Electrical work includes but is not limited to work necessary to maintain a reliable distribution system, repairing, rebuilding and reset electrical breakers, provide preventative maintenance service and testing per the latest addition of the NETA, maintenance and test equipment, provide maintenance service and testing of medium voltage and low voltage equipment, and grounding in accordance with NETA standards and all requirements of the code-enforcing agencies. Contractor bids to furnish all the labor, materials, equipment, superintendence, insurance, performance bond, payment bond, safety requirements, personnel badges and other accessories and services necessary to estimate, perform, and complete all of the work required by and in strict accordance with the above documents and the implied intent thereof, for the dollar values and mark-up percentages as identified in the following Schedule of Unit Prices. Contractor shall allocate overhead, insurance, fees, profit and all project costs to Unit Prices as deemed appropriate. All Contract costs shall be reflected in the Schedule of Unit Prices. Reference Section 00 70 00 G-6.2 for information on loaded rates. Following is a list of work disciplines and quantities that will be used for calculating a total amount in order to determine the low Bidder. The methodology being utilized includes unit quantities and/or weights that will be applied to the Schedule of Unit Prices supplied by the Bidder. The Bidder shall write its loaded unit prices and extension calculations. After the bid opening, the Port of Seattle will verify mathematical accuracy with respect to the extensions of unit bid prices and the total bid price. The Contract shall be awarded to the lowest responsible and responsive Bidder. The stated unit quantities will specifically not be a part of the resultant Contract Documents. The Port does not represent or warrant to the Bidder that the actual work provided under this Contract (if any) will be consistent with unit quantities or weights that may be assigned by the Port for purposes of determining the low Bidder. On the contrary, the actual work provided under this Contract (if any) may vary substantially from the unit quantities or weights assigned by the Port for purposes of determining the basis of award, and the winning Bidder shall not be entitled to any adjustment in its unit prices as a result of any variation - no matter how significant - between actual unit quantities and/or weights and those used for purposes of determining the basis of award. The resultant on-call contract will last one (1) year, 365 calendar days, from the official Contract award date, which is the date the Port of Seattle signs the Agreement, or until the Contract amount is depleted, whichever comes first. This Contract contains an option to extend the Contract time up to 24 months beyond the original Contract completion date. The Port of Seattle is not responsible for any costs incurred in response to this Advertisement for Bids. Any bids received after the published bid submittal time will be rejected.
