The project involves landscape maintenance and planting replacement as required. Site inspection is strongly encouraged to acquire full scope of required work. Bidder shall be responsible for verifying exact quantities and scope of work necessary to provide landscape maintenance and plant warranties or replacement. The scope of work shall include the following to provide maintenance and replacement of existing plantings: Inspect turf areas prior to mowing for litter and debris, rocks or gravel, etc. to prevent property damage and spreading of litter. Mowing and edging of lawn and grass areas shall be on a weekly/and or as needed basis. Mowing heights for all lawn areas shall be no less than 2 inches and no more than 3 inches. As needed basis will mean if grass length is above a 3 inch finished cut height it shall be mowed prior to weekly scheduled mowing. Mowing equipment shall be kept sharp and in good working order to produce a cleanly cut grass blade. Mowing shall include pick-up and off-site disposal of clippings. Sheep Fescue (Meadow Grass) areas north, south, east and west sides of the building shall be mowed as needed to maintain a 3" height (minimum 16 mowing's per year). Blowing off of sidewalks after mowing shall be included. Litter control in planter areas and sidewalks also shall be included on a weekly basis. Edging and trimming shall be included along grass areas, sidewalks, concrete slabs, tree circles, shrub bed edges, signage, trees, shrubs, utility poles or boxes, valve boxes and other obstacles to give clean appearance. Edging shall be done on a weekly basis. Fertilizing of lawn and grass areas shall be included. Minimum of 5 applications per year. First application will be a liquid application with pre-emergent, broad leaf, fertilizer. The other four will be a slow-release. Lawn areas will be inspected for weeds monthly. Weeds found shall be removed by hand pulling or spot spraying as needed. Weekly weed control in planting beds and rock planters around building and in parking areas shall be included in scope of work. Plant/shrub/tree fertilizing and spraying shall be included in scope of work. No less than 4 applications per year that includes disease and insect control properly timed for optimal effectiveness. Shrub bed weed control shall be included in scope of work. Minimum 2 applications per year for season long control. Touch-up will be done by hand pulling and top kill applications weekly as needed. T1-2020 Landscape Maint Agreement bid proposal for 2024-2026.docx Deep root feeding of plants/shrubs/trees shall be applied once a year to give a boost to root systems in a slow release granular application. Shrub and tree trimming and pruning shall be included in scope of work. Four trimmings per year shall be done to provide a healthy growing environment. Removal of all damaged, dead, diseased portions of plants/shrubs/trees shall be provided. All cuts are to be clean, close to the collar and at the proper angle so as not to damage the natural collar of the eliminated branch or leader, not leaving studs or tearing of bark. Trees over 25' tall are not included. Start-up of irrigation, maintenance and repairs of irrigation system, and winterizing of irrigation system shall be included in scope of work. The system will be charged and checked for leaks and malfunctioning valves or other parts for a properly working system. All adjustments for adequate coverage are to be made to heads as required. Cleaning of plugged heads shall be included as required. Irrigation components damaged due to vandalism, equipment malfunction or failure, accidental damage or due to improper winterization shall be included and made at no cost. Batteries that may be required in back-up clocks or timers shall be included in contract. Adjustment of electric timers to maintain proper amounts of moisture in soil to promote healthy and vigorous plant and turf growth as needed shall be included. Inspection for over and under watering shall take place on a weekly basis and to verify all equipment is in good working condition. Repairs to existing equipment, re-adjustment to heads and spray adjustments shall be made if necessary and included as part of contract. Overspray for water near vehicles shall be adjusted accordingly. Repairs on failed irrigation components will be repaired under scope of work and start up and shut down costs shall be included as part of contract. The Port of Pasco will provide and pay for sufficient water to deliver a steady, consistent supply and adequate pressure to meet irrigation needs. The Port will not adjust timers without notifying maintenance contractor prior to doing so. Irrigation timers will be set to provide water between the hours of 6 p.m. and 6 a.m. If the landscaping requires more water to maintain healthy growing, then the times will be increased and adjusted as needed to provide adequate water to meet the landscapes needs. In the fall or as soon as the potential for freeze damage may occur, the system will be properly shut down to prevent winter damage. This includes removing water from all piping and fixtures. Seasonal clean-up of debris shall be included in scope of work. Two per year. Replacement of plants, shrubs and trees found dead or not in healthy condition are included in scope of work. Replacement of same size and species shall be included. The replacement warranty does not include damage or liability caused by improper handling, or damage during any future landscape changes or excavation for repairs or changes in the landscape performed by other parties other than the contractor himself. Replacement of plants shall be done pending availability and at the seasonally appropriate time. The replacement warranty will not cover severe weather, earthquakes, below normal freezing, wind storms, flooding, or any weather related event of exceptional intensity, or catastrophic consequences. In the event of severe weather damage the contractor will consult the Port to come up with a mutually acceptable resolution to address damages. Planter bed bark cover areas shall include raking out bark in planter bed areas to cover bald spots due to wind and water erosion (8 times per year). This does not include adding to or replacing bark. It will include cleaning bark from sidewalks and parking areas as needed. Planter bed bark cover areas will be cleaned on a weekly basis of tumble weeds or blown in debris. Seasonal cleanup will include all leaves, tumble weed, garbage and extra seasonal debris being removed from all areas where landscape maintenance occurs.
