Renovation of a water / sewer project in Bellingham, Washington. Conceptual plans call for the renovation of a water / sewer project.
The Port of Bellingham (the Port) is soliciting responses from qualified and experienced engineering consulting firms to this Request for Professional Services (RFPS) to assist the Port with development and implementation of stormwater treatment of current and future stormwater treatment needs for the Park and adjacent access (west of Seaview Avenue). Work may include field data collection, surveying, development of alternatives, civil and stormwater design along with preliminary park design, upland park design, permitting, and development of bid documents for a formal public works project or projects. public works bid support, construction administration, and/or construction management. The approximate project area as well as park and stormwater concepts are shown in Appendix A. The goal of this project is to develop a stormwater treatment plan and construction of new facilities utilizing approximately $300,000 of Port and remaining Washington State Department of Ecology grant funds from the recently completed Little Squalicum Habitat Beach project. The actual extent of work will be contingent on execution of the Port's pending grant amendment with Ecology. The expectation is that a phased stormwater treatment design for the park and adjacent access will be developed. i.e. develop a stormwater main design that would allow for a phased approach where the entire stormwater main and a treatment system for the non park drainage runoff is constructed 1st. That same stormwater main would be designed to accommodate treated flows from a future park improvements project that may include a paved parking area, lawn and concrete sidewalks. In addition, the consultant may be requested to provide future park improvement design and permitting efforts and/or construction services (assist the Port with submittal review, RFIs, change orders, inspections, record drawing preparation, and/or other construction-related tasks). The selected respondent team should plan on completing the following tasks as determined by the Port: Project management including, but not limited to, meetings, coordination, invoicing, file management, and potential grant cost projections and management Regulatory and stakeholder coordination including preparation for and participating in meetings Permitting - assumption for stormwater work is that existing permits will be able to be potentially amended and utilized for construction of the stormwater. Possible future park work would require new permits. Survey and design. Develop bid documents which may be phased. Construction efforts may be accomplished through standard public works bidding, or through the use of job order contracting. Construction management and oversight. Port may choose to extend the scope of work to include design, permitting, and construction of future Park improvements. Responses should address the following criteria, which will be used to evaluate all responses received: 1. Describe the team's engineering and other professional consulting qualifications and relevant project experience (35 points possible) Demonstrate relevant engineering design, permitting, Ecology grant management (including ensuring grant deliverables are met), construction management, and project experience. Capacity to identify and provide all technical disciplines necessary for the project. Key assigned personnel, including professional background and availability. Project manager's specific experience managing similar projects. Recent project work, including scope of work, and contact for reference. 2. Description of approach (30 points possible) Proposed project team and responsibilities. Demonstrate relevant management experience in managing project teams, clients, Port procedures, and regulatory agencies. Narrative describing approach to the project including project elements and tasks. 3. Schedule and Management. (35 points possible) Capacity to meet the project schedule. Ease of access to your firm's project staff. The Port reserves the right to reject any and all proposals submitted. Following the Port's selection of a consultant team, a scope of work, proposed fee, and schedule will be negotiated and it is anticipated that work will begin as soon as possible. The successful consultant team will be required to execute the attached Port of Bellingham Standard Agreement for Professional Services. The Port of Bellingham, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all prospective respondents that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit responses to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
