INTRODUCTION The City of Lake Forest ("City") is soliciting proposals from qualified firms based on the criteria/requirements outlined in this Request for Proposal ("RFP"). The intent of this RFP is to obtain the best qualified, responsible firm to perform Professional Engineering Services for Forest Park Beach Cell 2 Sand Nourishment Project. OVERALL PROJECT OBJECTIVES The purpose of this RFP is to obtain the best qualified, responsible firm to perform professional engineering services for the Forest Park Beach, which includes site survey, site visit and base map, design development, regulatory coordination, development of construction documents, and bidding assistance. Additionally, the selected firm will be expected to collaborate with City staff which may include, but is not limited to, the Public Works Department (to include the Engineering Section) and the Parks and Recreation Department. SCOPE OF WORK The scope of services sought by the City shall include the provision of all required labor, materials, equipment, expertise, and consultation services related to the successful execution of this design project. The City is providing the following scope of work as a basis for what the City envisions and believes will be minimally necessary to fulfill this project. BACKGROUND The City of Lake Forest is located 28 miles north of the Chicago central business district and is one of eight Chicago north suburban communities fronting on Lake Michigan collectively referred to as the "North Shore". Contiguous municipal neighbors to the north include Lake Bluff; to the west are Mettawa and Bannockburn; and to the south are Highland Park and Highwood. One of Lake Forest's most notable features is its ravines and other natural areas. The City operates under the Council-Manager form of government. The Mayor and eight council members are elected by ward for two-year, staggered terms. The City Manager serves as the Chief Administrative Officer, responsible for the day-to-day operations of the City. The City's Forest Park is located on the east side of the City adjacent to Lake Michigan. The original Forest Park Beach project was completed in 1987. The City constructed a series of five stone breakwaters, which created five cells. Four of the cells create swimming beaches, and the fifth or southern cell is a protected boat launch facility. Along the eastern edge of the beach a gracefully curved brick walkway extends for almost the full length of the lake front. Two parking areas exist, one at the north end serving the swimming beach areas, and the second parking area at the south end serving the boat launch facility. Three buildings are located along the walk, with each having restrooms and a shelter. A playground is located midway along the walk providing facilities for both tots and 6-12 age children. South of the playground are two sand volleyball courts. The primary goals of the project were to protect the bluff and upper park areas from shoreline erosion and to provide a recreational amenity. The selected shoreline protection system consists of rubble mound breakwaters and beach cells. The system's components work together and complement each other in protecting the shoreline. The breakwaters and the "tee" steel sheet walls reduce the wave climate and contain the beach cells. The sandy beach is the primary means of shore protection, and it also provides an important recreational component. During the initial project design phase, it was recognized that the beach response during high water levels would result in a berm of beach sand that would move landward, and the northern cells would gradually lose sand, which would move to the southern cells. It was also expected that the storm berm would partially cover the walkways, lawn and parking areas, while some sand movement would create an unbalanced condition and reduce the level of protection in the northern cells.
