Reference Number 0000260408 The Department of National Defence (DND), namely the Resource Conservation Branch of 2nd Canadian Division Support Base Valcartier (hereinafter referred to as CFB Valcartier), wishes to establish a standing offer (SO) with environmental consultants to carry out specialized projects in the field of water monitoring, as specified in this document. The professional services covered by the SO will be delivered mainly on behalf of DND on the property of CFB Valcartier, which is located approximately 30 km northwest of Quebec City. The majority of the work to be performed will cover the entire property of CFB Valcartier, the neighbouring municipalities (notably Shannon, Saint-Gabriel-de-Valcartier and the Val-Bélair sector of Quebec City) and Defence Research and Development Canada Valcartier (DRDC North, South and Test), as shown in Appendix A. In addition, some of the sampling work will extend to the whole of Quebec (e.g. Montreal, St-Jean-sur-Richelieu, Sept-Îles, Lévis, Matane, St-Hubert, Rivière-du-Loup, Rimouski and Trois-Rivières), excluding Northern Quebec. DND requires the services of environmental consultants in order to assist its personnel with the delivery and execution of water (surface water and groundwater) monitoring campaigns on an as and when requested basis. The SO contract and related projects will be managed by Defence Construction Canada (DCC) on behalf of DND. Each call-up against this SO will provide further information on the specific objectives of each project. However, the broad objectives described in the following sections will apply to all call-ups. Any information received and documents produced in connection with this mandate remain the sole property of DND. The Consultant may not disclose, reproduce or refer to documents consulted or produced under this project without the explicit prior written consent of DND. This measure applies to all document formats, including electronic versions. DND reserves the right to use the documents produced by the Consultant as it sees fit and thus will not be able to exclude this possibility in all of the Consultant's deliverables, including all sections relating to the scope and limitations of a deliverable. Unless otherwise specified, all documents provided by the Consultant, such as reports and analysis results, must be provided in French in a well-structured, understandable and correctly spelled manner. If DND deems that documents supplied by the Consultant for a particular project must be translated into English, it will make a request to this effect. Unless otherwise specified in call-ups, the SO will include, but not be limited to, surface water, groundwater and stormwater effluent sampling services. The mandates may consist of campaigns of various scales or ad hoc monitoring. Details of this work are presented in the following sections. The SO will be for a period of one (1) year with a maximum estimated value of $1,000,000.00. Commissions under the SO are expected to be valued between $20,000.00 and $240,000.00; the maximum value of a commission under the SO is $375,000.00. If mutually agreeable between the Consultant and DCC, the SO may be extended for up to three (3) additional one (1)-year periods and increased in the order of $3,000,000.00 for the duration of the Source List and at the sole discretion of DCC. The maximum total value of all commissions under the SO is $4,000.000.00, and the maximum duration of the SO is four (4) years. Refer to the RFAP document for additional information.
