Renovation of a water / sewer project in Rushville, New York. Conceptual plans call for the renovation of a water / sewer project.

Project Background The Village of Rushville was recently awarded $1,250,000 in grant funds through a NYS Community Development Block Grant (CDBG) to make upgrades to the Water Treatment Plan to improve the Village's drinking water needs. The Village is seeking to retain professional engineering design, bidding, construction admin and inspection services, program delivery and grant administration from a qualified firm with experience designing and inspecting similar type projects for similar size communities. Project Description The project scope will include installing carbon filtration at the Water Treatment Plant (WTP) located at 5232 East Lake Road in Rushville. The WTP serves Village residents, some Middlesex residents and two Marcus Whitman Schools. The Village has been investigating water treatment enhancements to continue providing a high level of water quality and target the removal of algal toxins and potential PFOS/PFAS. The source of drinking water is Canandaigua Lake and the Village is allowed to withdraw a maximum of 0.4 MGD from the Lake. Cyanobacteria or blue-green algae has been detected in Canandaigua Lake the last few summers. Excessive algae can cause problems such as bad taste and odor, potentially cyanotoxins from lysed cells, increased color and turbidity and decreased filter run times. The WTP does not provide enough CT to treat cyanotoxins and this project will install carbon filtration to address these issues. The Village of Rushville intends to competitively bid the construction of the project to qualified general contractors who will perform the work according to final plans and specifications prepared by the qualified firm chosen pursuant to this RFQ. Method of Payment and Selection of Consultant All proposals will be reviewed by a selection committee. The selection of the engineering consultant will be based on the qualifications of the firm and the staff team to be assigned to the project. The Village anticipates using a lump sum contract for all phases of the project except for construction inspection which will be hourly. The Village will negotiate a fee for services with the preferred firm. If an agreement cannot be reached, the Village will meet with the firm rated second and will attempt to negotiate a mutually acceptable fee for the scope of services to be provided. Minority and Women Owned Business Enterprises and Section 3 firms are encouraged to submit Statements of Qualifications for engineering services. The Village reserves the right to conduct or waive interviews at its discretion depending upon the experience and qualifications received from each consultant. In addition, the Village may choose at its sole discretion to solicit separate qualifications and designate another consultant for any of the individual projects undertaken.
