Request for Proposal Pursuant to Metropolitan Code of Laws (M.C.L.) Section 4.12.040, this solicitation document serves as the written determination of the Purchasing Agent, that the use of competitive sealed bidding is neither practicable nor advantageous to Metro. Therefore, this solicitation will facilitate the entering into of contract(s) by the competitive sealed proposals process. The proposal process, flexibility and limitations are governed by the Code and related Procurement Regulations. The proposal selection method permits discussions with offerors who submit proposals determined to be reasonably susceptible of being selected for award. Modifications in proposal content, comparative judgmental evaluations of the proposals, corrections, and scope adjustments, may occur at the request of the Purchasing Agent or their designee. There may be one or more amendments to this solicitation. Solicitation amendments are included as updates to the original solicitation. It is the offeror's responsibility to remain informed on all solicitation amendments and submit the solicitation response incorporating all amendments. Offers to Metro online solicitations are required to be submitted within the iSupplier online environment unless otherwise stated. Hard copy offers will not be considered except as required by law. Any response to this solicitation is a formal waiver of any claims of confidentiality regardless of what may be stated, printed, or implied in the submission and/or attachments submitted. All information is made a Public Record after an award is made. The only official position of Metro is found within this solicitation document including answers provided in response to questions raised. The online discussion tool within iSupplier is the appropriate tool for all questions or communications concerning this solicitation. The Metropolitan Government of Nashville and Davidson County (Metro) is soliciting proposals for fencing companies to install, repair and provide maintenance to all Metro public properties where access is restricted and controlled. NOTE: The current contract does not expire till 6/26/2024 therefore, if an award is made, the contract for this solicitation will not begin till 6/27/2024. Scope Details * Contractor(s) must possess the necessary facilities, ability, and financial resources to furnish the materials, installation, and/or repairs to chain link fences, operators and controllers and any other related requirement to perform the needed repairs or installation in a satisfactory manner. The list below includes, but is not limited to, the services to be provided by the contractor(s): * Fabrication, delivery, and installation of personnel and vehicle gate(s) for openings of up to 24 feet. Installation of electric gate operators. * Purchase and installation of 9-gauge chain-link fence, usually 8' high and associated hardware. * Purchase and installation of schedule 40 galvanized line poles, end poles, and top rails. Minimum Technical Requirements needed to perform the services under this contract: * Common Chain-link fence: * Galvanized steel material * Mesh size: 2.375 inches * Gauge: 9 * Metal finish * Miscellaneous parts needed for the installation/demolition of fence * Concrete Masonry Fence: * Gray concrete block material * Actual block measurements: 7.625 inches deep x 7.625 inches high x 16 inches wide * Dry-stacked interlocking system (Mortar-Less) * Gray concrete finish * Miscellaneous parts needed for the installation/demolition of fence * Mini-Mesh Fence * Galvanized steel material * Mesh size: 0.375 inch * Gauge: 11.5 * Metal finish * Miscellaneous parts needed for the installation/demolition of fence * Metal square tube fence: * Galvanized steel material * 0.75 inch square tube * 3.875 inch picket spacing * 4.5 inch picket center * Gauge: 18 * Top and bottom railing * Black powder coat finish * Miscellaneous parts needed for the installation/demolition of fence All inquiries must be submitted by Tuesday, January 23, 2024 at 2PM Central Time using the online discussions feature of the iSupplier system. Questions will be answered formally via Amendment to the solicitation soon after the deadline for submitting questions. Offerors must clearly understand that the only official answer or position of Metro will be the one stated in writing by Division of Procurement staff. While Metro makes every attempt to assist suppliers with entering their offers, there is not sufficient time to trouble shoot functionality issues within one hour of the deadline for submission of offers.
