Renovation of a municipal facility in Jefferson, Georgia. Completed plans call for the renovation of a municipal facility.

**As of January 17, 2024 project was awarded to Team Epoxy Floor Coatings but awarded amount is not available.** Any bid received after said time will not be considered. The award of this bid, if awarded, shall be based on several criteria, including price bid, experience in the work proposed, and references. NOTE: E-VERIFY CERTIFICATION OF THE INSTALLING COMPANY IS MANDATORY. IF THIS IS NOT INCLUDED, THE BID WILL NOT BE ACCEPTED. It is strongly recommended that the bidding contractor visit the site to become familiar with work conditions, restrictions, or other items that may affect the bid. Visits to the Jefferson Civic Center may occur Monday, December 11 - Friday, December 15 and Monday, December 18 -Tuesday, December 19, between the hours of 10am-2pm and can be scheduled by calling 706-367-5754 and speaking with Cheri Holmes or emailing cholmes@cityofjeffersonga.com. COPE OF WORK - Jefferson Civic Center- Jefferson, Georgia Base Bid: - Mettalic epoxy floor coating with HD high wear urethane topcoat. - existing coating to be removed by diamond grind to achieve correct profile. - all joints in concrete to be filled with moisture tolerant, joint filler - All cracks, divots and spalls to be cut cleaned and filled with epoxy crack repair material then grind smooth to level surface. - entire floor to be hepa vacuumed to remove all dust and debris to ensure correct bond. - Base coat of 100% solids moisture vapor barrier to go down at 100 sqft per gallon = 48 gallons with 96 black color pods for pigment. - Mettalic coat of 100% solids epoxy to go down at 40 sqft per gallon = 120 gallons with 40 jars of Mettalic pigment to be done with multiple colors ( 3 ) - Mettalic coat to be sanded with 120 grit screens then coated with HD high wear urethane with 3lbs of aluminum oxide per gallon For all questions about this Request for Bid contact: Cheri Holmes Manager City of Jefferson Jefferson Civic Center 65 Kissam St. Jefferson, Ga 30549 706-367-5754 ext. 1 cholmes@cityofjeffersonga.com All questions due by: DUE: 12:00pm December 20, 2023. The City of Jefferson Civic Center Reserves the Right to: Waive formalities and technicalities in any bid Reject any and/or all bids wherein its judgment, it will be in the best interest of the City Accept the bid that in its judgment will be in its best interest At its option, award on an individual component or on a lump sum basis Award this contract to the vendor who in the City's opinion is most responsive and responsible, and will perform in the best interest of the City of Jefferson Civic Center. Price alone will not be the determining factor in the contract award. Determine whether or not a product is equal or equivalent to specifications. Retain bids and all submitted documentation. All bids must be valid for at least 90 days after due date. The cost for developing and delivering the bid is the sole responsibility of the proposer. Contract The proposer shall provide a sample contract which they intend to use if awarded the contract. After the award, the winning proposer shall be required to enter into discussions with City Hall to resolve any contractual differences. Failure to resolve contractual differences may lead to cancellation of the award. The Department will prepare and negotiate a contract with the selected Vendor and give consideration, to the extent possible, to Vendor's standard contract and agreement. The City reserves the right to modify the contract to be consistent with the successful offer and to negotiate with the successful proposer other modifications, provided that no such modifications affect the evaluation criteria set forth herein, or give the successful proposer a competitive advantage. The contractor shall notify The City of Jefferson- Jefferson Civic Center in writing if sub-contractors will be used. The contractor shall list that part of the work the sub-contractor is to furnish or perform and assume complete responsibility for such sub-contractor's portion. Compliance with Laws The successful proposer shall procure all permits, bonds, and licenses, pay all charges, taxes and fees, and give all notices necessary and incidental to the due and lawful prosecution of the work. All costs thereof shall be deemed to be included in the bid price. The successful proposer shall, at all times, observe and comply with all Federal, State, City, and other laws, codes, ordinances, rules and regulations in any manner affecting the conduct of the work. The City of Jefferson -Jefferson Civic Center Requirements Jefferson Civic Center intends to continue official business functions during the project. The contractor must coordinate the installation schedule with a representative from the department. This project must not interfere with any scheduled events. Proposers shall carefully examine the work site to obtain first-hand knowledge of existing conditions. Department Regulations - The contractor shall follow all applicable City of Jefferson- Jefferson Civic Center regulations while on Jefferson city property, including the no alcohol, no tobacco products, no weapons, no idling, and drug-free policies. Displays and/or verbiage, including those on vehicles, shirts, or hats of tobacco, illegal drugs, alcoholic beverages, fire arms, profane or obscene language or gestures, is prohibited in accordance with City Policies. No products or materials containing asbestos or lead-based paints in any form shall be used in the work of this contract. A safe separation of work areas and occupied areas is required. Payments and Pricing Payment for any work from this contract shall be made upon receipt, inspection, and acceptance of completed work and receipt of proper itemized invoices. The City of Jefferson Civic Center will not pay any penalties for late payment of invoices. The City of Jefferson is exempt from State sales tax. All federal and state taxes and fees that can be eliminated in sales to local government departments in the State of Georgia should not be included in the proposed price. Proposed prices shall include all charges to complete the work as specified. Payment of interest / late fees is prohibited by the gratuities clause of the Georgia constitution. Similarly, The City of Jefferson cannot enter into an agreement that requires it to pay attorney's fees or goods / services not priced in the contract, or authorizes the payment of unknown / unspecified cost increases that cannot be calculated. Provide detailed information of proposed solution with models and technical specifications. Include applicable product or industry certifications, including manufacturing facility certifications. Describe the methodology of your project planning process, including a sample schedule. Include examples of how you suggest working around the Civic Centers scheduled events and the shortest effective install plan. Provide details for your implementation plan. List all phases including: pre- installation survey and tasks, installation, post implementation, and documentation.
