The work performed under this item shall consist of placing and asphalt hot mix surface course on a completed and accepted base course. The thickness of the asphalt surface course shall be in accordance with the plans and specifications, or as directed by the engineer. The texture of this surface course shall be uniform and all hand work required at apertures, curbs, turnouts, etc., shall be neat and blend in with the overall texture. The deviation from the prescribed sections ah shown on the plans or as directed by the engineer shall not be more that 1/4 inch in any directions when tested with a 10 foot straight edge. TACK COATS: When directed by the engineer, an application of emulsified asphalt, grade CCS-1 or SS-1, diluted 50-50 with water shall be applied at a rate of 0.07 to 0.15 gallons per square yard. During the late season work, undiluted RC 250 may be used as a tack coat. The tack coat shall be applied only to surfaces which have been broomed by rotary broom and all foreign and loose materials removed just prior to the placement of the surface course. Surface courses which have been tacked for more than 24 hours shall be retacked immediately prior to the paving operation. The emulsions shall meet all requirements described in ASTM D 977-79a or ASTM D 2397-79 for anionic or cationic emulsions. ASPHALT CONCRETE SURFACE COURSE: Asphalt concrete as described herein shall consist of a mixture of asphalt cement and mineral aggregate. The mix design will be approved and accepted by the engineer prior to construction and shall conform to the following general composition for the mixture: COMPOSITION: The designation as shown in the following Table I may be composed of combinations of crushed gravel, crushed stone, encrust gravel, or sand, which when combined, will meet the mix design criteria as designated herein or as approved by the engineer. The asphaltic mixture of tack coat shall be placed only when the weather conditions, in the opinion of the Engineer, are suitable and the Contractor shall be responsible for notifying the Engineer and securing his approval before starting these operations. The Contractor shall remove all grass, weeds and dirt over which the H.M.A.C. shall be laid. The mixture shall only be laid on the approved base which has been primed or tack coated as required and shall be free from foreign materials. The mixture shall be placed at a temperature of 275 to 3350 degrees Fahrenheit when laid. No asphaltic concrete mixture shall be placed when the air temperature is below 45 degrees F and falling, but it may be placed if the temperature is above 40 degrees F and rising. All field construction, placing, compacting and workmanship of the HMAC shall be conducted in accordance with the Arkansas State Highway Commission's STANDARD SPECIFICATIONS FOR HIGHWAY CONSTRUCTION. The surfacing work must in no way hinder good drainage, unless authorized by the Engineer. Areas ponding water shall be repaired. In case of material or construction not meeting these specifications and the limitations of the approved job mix formula, the mix will be removed and replaced in accordance with the specifications without additional cost to the City. MEASUREMENT Hot Mix Asphaltic Concrete Pavement manufactured and placed in accordance with these specifications will be measured by the ton. The tonnage of HMAC. Weight tickets shall be signed by the Inspector and a copy of which shall be retained by both the contractor and the City. BASIS OF PAYMENT The asphalt concrete work and prime coats completed and accepted under this item shall be paid for at the contract unit prices. The unit bid prices shall include all materials, labor, equipment, and overhead to complete the work within the scope of these guidelines. Tack coat will not be measured and paid as a separate item, but shall be subsidiary to the bid price for Hot Mix Asphaltic Concrete. Contractor will have from April 30, 2024 until October 30, 2024 to lay the Hot Mix. The Contractor will notify the City of Hope one week prior to commencing with the project. The Contractor will commence getting payment the 10th of each month following until the asphalt is paid for, but will receive all payments by the 20th of December 2024.
