Renovation of a water / sewer project in Pearblossom, California. Completed plans call for the renovation of a water / sewer project.

This project includes work to remove and replace two existing elevator systems at the Department's Edmonston Pumping Plant in Kern County, California. One elevator system is located in each of the two wings of the pumping plant, namely the East Wing and West Wing. This project includes work to remove and replace two existing elevator systems at the Department's Edmonston Pumping Plant in Kern County, California. One elevator system is located in each of the two wings of the pumping plant, namely the East Wing and West Wing. For purposes of identification in this project, the elevator systems in each wing of the pumping plant will be known as the East Wing Elevator and West Wing Elevator, respectively. The work includes the following principal features: 1. Partial demolition of two existing elevator systems. 2. Installation of two new electric overhead geared elevator systems, including start-up and testing of system. 3. Construction of a new control room for each elevator system on the mezzanine level of the plant. 4. Installation of a new louver and backdraft damper in an existing wall on the mezzanine level of the plant. 5. Associated structural, mechanical, and electrical work for complete and functioning elevator systems. Estimated Cost: $4,100,000 to $4,700,000 Bidders shall be licensed for the work as required by the Business and Professions Code. Contractor's license classification(s) for this work: C-11 or B with C-11 Subcontractor. Submit questions or requests for clarification by email to doe_specs@water.ca.gov. at least 5 days before the scheduled opening of bids. Responses, if appropriate, will be sent to all prospective bidders. Please contact the Department of Water Resources at DOE_Specs@water.ca.gov in advance of the inspection trip if you have questions. The bid shall be accompanied by one of the following forms of bid security: cash, cashier's check, certified check, or bidder's bond; made payable to the Director of Water Resources. The security shall be at least 10 percent of the total amount of the bid. The successful bidder shall, at its sole cost and expense, furnish on forms provided by the Department, Document 00610 - Performance Bond, and Document 00620 - Payment Bond, each equal to at least the total amount of the bid, executed in duplicate with acknowledgments by an admitted surety insurer authorized to transact business in California. The Department has set a 25 percent Small Business Enterprise (SBE) participation goal in its contracting and is tracking Small Business participation in its contracts The Contractor shall begin work within 15 DAYS from the date of receipt of notice to begin work. The Contractor shall complete all work for the first elevator system (West Wing Elevator) and have it returned to service before the expiration of April 7, 2025. The Contractor shall complete all work for the second elevator system (East Wing Elevator) and have it returned to service, and complete all remaining work for the entire contract before the expiration of December 30, 2025. Liquidated damages for failure to complete the work specified within the time specified will be $4,700 per day. Liquidated damages for failure to complete the work specified within the time specified will be $3,200 per day. The maximum sum per day for liquidated damages for which the Contractor will be liable will be $5,100 per day. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
