As of July 22, 2024, an design firm has been selected for the project. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: The City of Trenton is requesting proposals from qualified Engineering Firms (the Firm or Firms) to provide professional engineering services Questions must be submitted in writing to igarcia@trentonnj.org. Respondents shall comply with the requirements of P.L. 1975 C127. (N.J.S.A. 17:27et seq.) The redesign of the Streets Yard site, inclusive of an overhaul of the existing salt dome, a new heavy vehicle wash bay, and the integration of new equipment. The current site is approximately two acres, and it is comprised of multiple areas for various uses, which include: old tires, aging equipment, temporary outdoors street salt storage area, storage of heavy and light duty trucks, road repairs and maintenance equipment, a salt dome, gasoline fueling area/station, road fill material, and the main building which houses the offices and equipment storage. The proposed project aims to transform this space into a modern, efficient, and environmentally conscious facility that aligns with the citys standards for sustainability and functionality, as well as Federal, State, and local regulations. The site currently contains a collection of old tires and equipment, presenting an opportunity for removal, recycling, or repurposing as part of the redesign. Engineering solutions are sought to address the disposition of these materials in an environmentally responsible manner. For the salt dome assessment, the existing salt dome is outdated, requiring a comprehensive evaluation of structural integrity and potential for retrofitting or replacement and preferably triple its salt storage capacity. The redesign will prioritize a new or retrofitted, efficient salt storage facility that meets industry standards and environmental regulations. In addition of ensuring optimal storage capacity and compliance with safety and environmental standards. Propose landscaping solutions to aesthetically enhance the site while maintaining functionality are encouraged to minimize the visual impact of the facility on the surrounding area. The New Jersey Department of Environmental Protection mandated that the city develops a facility to wash trash collection vehicles or take city vehicles to a truck wash facility on a weekly basis. Prior to this directive, the city washed vehicles and equipment at available fire hydrants throughout the city. This practice was restricted by the NJDEP due to runoff into the stormwater system that flows into the Delaware River. Weekly washing of city vehicles at a wash facility is not feasible due to expenditures, distance, and equipment downtime. The City of Trenton received a directive from the NJDEP to develop an action plan to address various violations at the Division of Streets Facility (Street Yard), located at 476 Brunswick Ave, Trenton, NJ. In response, the city formulated a corrective action plan, including the construction of a vehicle wash bay facility. A specific location within the street yard has been identified for site preparation and construction to the right of the main entrance, however, the City is open to recommendations by the Firm. The Department of Public Works will accept all questions pertinent to this proposal, provided they are in written form and received by the Department no later than January 3, 2024, prior to 11:00am All questions must be submitted in writing to igarcia@trentonnj.org. Proposals must be clearly identified on the outside of the sealed envelope with the firms name, RFP2024-01, and ENGINEERING SERVICES FOR THE RECONSTRUCTION OF PROSPECT STREET, MEMORIAL DRIVE AND LIBERTY STREET PROJECT NJDOT AID PROGRAM Proposers are required to complete, sign (original signature), date, and notarize (as required) all forms in the Request for Proposal. N.J.A.S.40A:11-13(e) Any prospective bidder who wishes to challenge a bid/proposal specification/scope of services shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids. Challenges filed after that time shall be considered void and having no impact on the contracting unit or the award of a contract. A. The City of Trenton reserves the right to terminate due to breach or default of selected candidate; any Contract into which it has entered as a result of the Request for Proposal, providing written notice has been given to the successful candidate at least thirty (30) consecutive days prior to such proposed termination date. B. At any time, subsequent to the award of a Contract under this Request for Proposal, the City of Trenton reserves the right to terminate such Contract for the convenience of the City of Trenton. The method of Contractor Selection has not been Determined at this time.
