Site work, paving and renovation of a mixed-use development in Marietta, Georgia. Completed plans call for the renovation of a playground / park / athletic field; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The City of Marietta/Board of Lights and Water will receive sealed bids from qualified firms at 205 Lawrence Street, Marietta, Georgia 30060 The project includes the renovation of the northwest corner of the park property to include two (2) new parking lots, renovations to the existing dog park and the installation of a modular restroom to support a Disc Golf Course that is being developed on the property. The work includes but is not limited to grading, tree removal, asphalt and concrete paving and fencing. The work will also include preparation and coordination for the installation of a prefabricated restroom. Location- 1050 Barclay Cir Marietta, GA 30060 Questions concerning the specific site involved and proposed scope of work should be directed to the Deputy Director of Parks, Recreation and Facilities Rich Deckman, 770-794-5607. All questions concerning the project shall be addressed to Shelly Drewry at sdrewry@mariettaga.gov by no later than 4:00 pm on Monday, January 8, 2024. Each bidder shall examine all invitation for bid documents and shall judge all matters relating to the adequacy and accuracy of such documents. Any inquiries, suggestions, or requests concerning interpretation, clarification or additional information pertaining to the invitation to bid shall be made through Shelly Drewry, sdrewry@,mariettaga.gov or (770) 794-5697, The City of Marietta, Purchasing Division. The City shall not be liable for oral interpretations given by any City employee, representative, or others. The issuance of a written addendum is the only official method whereby interpretation, clarification or additional information can be given. If any addenda are issued to this invitation for bid, the City shall attempt to notify all prospective bidders who have secured the same, however, it shall be the responsibility of each bidder prior to submitting their bid to contact the City of Marietta, Purchasing Division at sdrewry@mariettaga.gov or (770) 794-5697 72 hours prior to bid close date to determine if any addenda were issued and to make sure such addenda is a part of their bid. EACH BIDDER SHALL ACKNOWLEDGE IN ITS BID ALL ADDENDA RECEIVED. The time/date stamp clock located in the Purchasing Division shall serve as the official authority to determine lateness of any bid. The bid opening time shall be strictly observed. Under no circumstance shall bids delivered after the specified time be considered. Such bids will be returned unopened The undersigned agrees to complete the work within one hundred twenty (120) calendar days from notice to proceed. The Contractor shall commence the Work within five (5) business days from receipt of The Notice to Proceed. The number of calendar days from the date on which the Work is permitted to proceed, through the date set forth for Substantial Completion, shall constitute the Contract Time. All dates are subject to site availability. This Time of Completion refers to all phases of the work described when awarded with the initial contract. The Contractor shall pay the Owner the sum of $ 300.00 per day for each and every calendar day of unexcused delay in achieving Substantial Completion beyond the date set forth herein for Substantial Completion of the Work. Any sums due and payable hereunder by the Contractor shall be payable, not as a penalty, but as liquidated damages representing an estimate of delay damages likely to be sustained by the Owner, estimated at or before the time of executing this Contract. When the Owner reasonably believes that Substantial Completion will be inexcusably delayed, the Owner shall be entitled, but not required, to withhold from any amounts otherwise due the Contractor an amount then believed by the Owner to be adequate to recover liquidated damages applicable to such delays. If and when the Contractor overcomes the delay in achieving Substantial Completion, or any part thereof, for which the Owner has withheld payment, the Owner shall promptly release to the Contractor those funds withheld, but no longer applicable, as liquidated damages. All pricing included in the bid must be valid for a period of sixty (60) days after the submission of bids. City of Marietta reserves the right to award the work on whatever basis is in the best interest of the City and to accept or reject any and all bids and to waive technicalities and informalities in the bids. Each bid shall include a bid bond or cashiers check in the amount of five percent (5%) of the total bid amount as guarantee that the bidder shall not withdraw the bid for 120 days after the scheduled bid opening. If awarded the contract, Bidders shall enter a written agreement with the City of Marietta in accordance with the bid. Bid guarantee shall be returned after the City and the accepted Bidder have executed the contract agreement. Check to be made payable to: The City of Marietta. Upon execution and delivery of the contract, the bidder shall furnish the City a performance bond for the full amount of the contract. Maintenance provision of the bond shall remain in effect for a period of twelve (12) months after acceptance of the work by the City. The surety shall be a reputable bonding company authorized to transact business in the State of Georgia. Upon execution and delivery of the contract, the bidder shall furnish the City of Marietta a payment bond for the full amount of the contract. Maintenance provision of the bond shall remain in effect for a period of twelve (12) months after acceptance of the work by the City. The City reserves the right to accept or reject any and or all bids, to waive irregularities and technicalities, award the contract in the best interest of the City of Marietta or to request rebid. The City reserves the right to accept all or any part of the bid and to increase or decrease quantities to meet additional or reduced requirements of the City. For each item or for all items combined, the bid of the lowest, responsible and responsive bidder shall be accepted, unless all bids are rejected. The lowest responsive bidder shall mean the bidder who makes the lowest bid to sell goods and/or services of a quality which conforms closest to the quality of goods and/or services set forth in the attached specifications or otherwise required by the City and conforms to all material aspects of the requirements set forth in the invitation for bid. To be a responsible bidder, the bidder shall be fit and capable to perform the work as required, shall have the capability in all respects to perform fully the contract requirements, and shall have the tenacity, perseverance, experience, integrity, reliability, capacity, facilities, equipment, and credit, which shall assure good faith performance. Also, the City reserves the right to make such investigations as it deems necessary to determine the ability of any bidder to deliver the goods or service requested. Information the City deems necessary to make this determination shall be provided by the bidder. Such information may include but shall not be limited to current financial statements; verification of availability of equipment and personnel; and past performance records
