Installation of Heating/Cooling HVAC Systems QUESTION SUBMITTAL DEADLINE: Friday, January 19, 2024, 2:00 PM (Questions shall be submitted within the Electronically Marketplace) Bids will be held in confidence and not released in any manner until after a contract is awarded or any other action is taken by the HACC Board of Commissioners. The right to reject any and all Bids or to accept the bid or any item of any bid deemed most advantageous to the Housing Authority and to award contracts accordingly is reserved to the authority of the Board of the HACC. The Housing Authority of the City of Camden (HACC) is requesting bids from qualified and licensed Mechanical/HVAC contractors for the installation of Individual Ductless Mini Split Systems in each of the 103 units in the Westfield Tower senior building. The Ductless Mini Split HVAC system must work in conjunction with an ERV (Energy Recovery Unit) that acts as an exhaust system for each unit. Westfield Towers is a 10-story high rise and has 8 efficiencies and 95 one-bedroom units. Below lists the square footage for each bedroom type: o Efficiencies: 306 Sq. ft. o One-bedroom Apartments: 560 Sq. ft. Westfield Towers senior building is situated in the East Camden section of the city. The address is 3199 Westfield Avenue, Camden NJ, 08105. Scope of Work: The installation of the new system will be quite manageable since each unit has a balcony to receive the condenser and has existing chases for the present hot water and steam heating system throughout the building for running the refrigerant lines for the Mini-Split System. You will find this to be true in the floor plans being provided, which show the steam risers and the balconies. The authority is requesting the Mini-Split System be of the brand: Carrier. This bid package includes floor plans for the first floor as well as a typical floor plan for floors 2 through 8, and another set for floors 9 and 10. The first-floor plan shows all the non-residential space that also needs to be conditioned for heating/cooling. In addition, there is a floor plan for each of the bedroom types for your reference. Disregard all of the Keynotes in the floor plans since this is for the existing hot water steam heating system. As you will note from the bedroom type floor plans, there are five (5) types of one-bedroom units and two (2) types for the efficiency units. To obtain a better understanding of the floor plans, the prebid conference and site visit are strongly encouraged to view the actual configuration. Please contact Wynfield Anderson, HACC Construction Manager (609-685-8171) with questions on locating the building. HACC is requesting the installation of a Carrier System that meets NJ Energy Star ratings in each of the 103 apartments, common spaces, community space, and all ancillary offices and general use spaces as shown in the floor plans. The contractor is responsible for verifying that the building and apartment unit(s) existing electrical panels are capable of handling the additional load demand for the Mini-Split Systems selected for this project. The Prospective Bidder shall install and make operational the new system; provide system manual and documentation for all components of the system; provide maintenance and support documents for all components of the system; coordinate and provide training on new system to staff and offer a Maintenance Plan. This project is being funded with HUD Federal funding. Requiring Davis Bacon Wage Rates and Section 3 hiring and participation. The Davis Bacon Wage Determination pursuant to this project
