**As of February 27, 2024 project was awarded to Resource Central: Reuse & Conservation but awarded amount is not available.** Request for Proposals is to obtain competitive proposals from qualified individuals and firms for the Transformative Landscape Change (TLC) Challenge. The selected vendor will develop and promote an application and platform for eligible applicants to apply for assistance in converting up to 2,000 square feet of water-intensive and maintained turf on a public-facing property to a water-wise or low-water-use landscape. The selected vendor will lead the selection process in collaboration with CWCB to award this service to at least 10 applicants. The selected vendor will provide the landscape transformation service for those selected applicants, from turf removal to planning and palanting of the new low-water-use landscape. The Department will award to a single vendor capable of fulfilling the Agency's project needs. The Department reserves the right to add additional goods/services that would be seen as a natural extension of this procurement over the term of this award. The contractor agrees to proceed with due diligence, completing all specified work by 6/15/2028. Background The legislation (HB22-1151) that created the CWCB-managed Turf Replacement Program requires that CWCB contract with one or more third-party contractors to administer turf removal and replacement efforts in places where no such program currently operates. This was achieved in its first iteration in 2023 through a program called the Transformative Landscape Change (TLC) Challenge. CWCB offered the program in conjunction with Resource Central and used a competitive submission process to select four communities across Colorado to receive up to 2,000 square feet of turf removal at a single location and replacement materials consisting of pre-planned Garden In A Box kits. Given the growing interest in turf replacement across Colorado and the success of Round 1 of the TLC Challenge, the CWCB would like to understand the range of available contractors across Colorado with the capacity to administer a program like this before selecting a third-party contractor. Award of Contract Final award will be made to the Offeror whose proposal best meets the evaluation criteria set forth in this RFP and is determined by the evaluation committee to be the most responsive to the State's needs and most advantageous to the State of Colorado. Evaluation will take into consideration the price and other factors set forth in the RFP. Award is subject to execution of an acceptable contract. It is DNR's intent to make a selection within 60 to 80 days of proposal submission deadline; however, as the evaluation process is dependent upon the length and number of the proposals received, and evaluation committee members' schedules, the schedule of activities post the proposal submission deadline (i.e., interviews, demonstrations) is strictly estimated, requiring all price proposals remain firm and valid for award for at least 180 days following proposal submittal deadline.
