Chennault International Airport Authority (CIAA) is requesting submittal of qualification statements, on State of Louisiana Form SF 330, from professional engineering and planning firms interested in performing certified planning and professional engineering services at the Chennault International Airport in Lake Charles, Louisiana for the project period of approximately 3-5 years. All work shall be performed in accordance with Federal Aviation Ad-ministration (FAA) and Louisiana DOTD-Aviation requirements, procedures, and policies. Project implementation may be contingent upon FAA and Louisiana DOTD -Aviation approval and funding, with emphasis on AIP eligible projects. Tasks included in the planning contract will be at the discretion of the airport and requested on an as-needed basis. The tasks may include: Management and administration of the Airports capital program; Management and administration of the Airports capital projects; Management and ad-ministration of the Airports Disadvantaged Business Enterprise Program and Small Business Participation Plan; Coordination with design consultants, contractors, and governmental organizations; Provision of program management services; Provide Grant Management; Preparation of Independent Fee Analyses; Preparation of general planning and environmental documents as required; Preparation of Benefit Cost Analyses as required; Assistance with business development planning; Assistance with financial planning; Airport operational management and planning; Preparation of tenant lease space drawings; and Preparation of land use plan for future development. The selection process will be in accordance with the FAAs Advisory Circular 150/5100-14D. The selected firm will provide preliminary and final plans and specifications, cost estimates, grant management, and grant administration including preparation of FAA/State grant applications as needed. Firms interested in performing these services shall furnish a Statement of Qualifications on DOTD standard Form SF-330. The Airport reserves the right to conduct de-tailed interviews of at least the three (3) top ranked firms, if necessary. The criteria and weighting factors to be used by CIAA in evaluating responses will be as follows: Resumes of the proposed project team with a value of 3. Example projects which best illustrate the proposed teams qualifications with a value of 4. Key personnels participation in past projects with a value of 3. Knowledge of FAA/Southwest Region and LA DOTD/Aviation grant procedures, regulations, and policies with a value of 5. Experience with Airport Layout Plan at General Aviation airports with a value of 4. The successful firm will be required to execute a standard DOTD/Division of Aviation type of contract in conformance with all city, parish, DOTD, and FAA guidelines, standards, and assurances.
