This unexpected cost jump may mean that the project may undergo some design changes. “We’re at a juncture of deciding where we have to go with the design of Academy,” said Joe Ballantine, chairman of the Ad Hoc Academy Community Center Building Committee at the Feb. 26 Board of Selectmen meeting. __________ The Town of Madison ("Town") invites qualified firms and individuals to submit qualifications and proposals to provide comprehensive commissioning agent ("CxA") services for the design and construction of the former Madison Academy school into a new Madison Community Center, located at the corner of Academy Street and School Street in Madison, Connecticut. Questions regarding this request for proposals shall ONLY be directed via electronic mail to: o John Koplas, R.A. Project Manager, Colliers Project Leaders, at john.koplas@collierseng.com Questions must be submitted by Tuesday, December 21, 2023, by 4:00 p.m. A final addendum will be posted by Thursday, December 28, 2023, by 4:00 p.m. It is the responsibility of each proposer to check the posting sites, download and acknowledge all addenda on the bid form. The town has owned the subject property since 1884. The Site currently has a vacant two-story academic building with a basement and footprint of approximately 21,100 square feet. The original building was constructed circa 1884 as a two-story structure known as "Hand Academy". It became a free public high school in 1887. The original building was demolished, and Academy School was constructed in 1921. In 1936, an expansion occurred with an addition to the north for a large gymnasium. The remainder of the Site is occupied with athletic fields, basketball court, playground, and parking area. The school was vacated by the Board of Education in 2004 and has remained vacant since. The town is renovating this building to be a new Community Center, referred to as the "Academy Community Center". The architect on the project is Quisenberry Arcari Malik (QA+M). Colliers Project Leaders (CPL) is the Owner's Project Manager represented by John Koplas as the Project Manager. At the request of the Town of Madison, Colliers Project Leaders is seeking qualified and experienced commissioning agents to submit a proposal for Commissioning Services for the Project named above. Interested parties should submit proposals in accordance with the requirements and directions contained in this document. Proposers are prohibited from contacting any Town employee, officer or official concerning this RFP, except as set forth below. A proposer's failure to comply with this requirement may result in disqualification. This RFQ/RFP is not a contract offer, and no contract will exist and no rights will be conferred to a proposer unless and until a written contract is signed by the Town and the successful proposer. As set forth in greater detail below, the CxA will plan, manage, perform and report on the commissioning activities, utilizing the reporting formats and standardized forms provided by the CxA whenever required. The CxA will submit deliverable reports to the Town according to an agreed upon commissioning services schedule. All commissioning tasks shall be conducted in a transparent manner with involvement of Town officials, including the facilities and engineering staff. The project delivery method is by General Contractor with full design documents and specifications developed by an architectural firm (QA+M). The construction documents will be let out to bid and a general contractor will be hired to complete the construction. The Academy Community Center Building Committee has retained Colliers Project Leaders as the owner's representative. The CxA will be hired by and report directly to the Town through the Building Committee. The systems to be commissioned shall include all systems required by the Connecticut High Performance Building regulations: 1. Heating, Ventilation, air conditioning, refrigeration systems and associated controls 2. Lighting and day-lighting controls 3. Domestic hot water system 4. Renewable energy systems 5. Domestic cold water systems 6. Normal and Emergency Power 7. Building envelope system The Project Budget based on the established design parameters set forth by the Academy School Community Center Design Committee and the Conceptual Design proposed by QA+M Architects. Referendum budget was $15,900,000.00 to convert the existing Academy School into a Community Center, with a construction start date of 2024. Commissioning is required as one quality measure of the construction of the Project in order to assure that the building meets the original intent of the Town's design. The proposer is free to suggest changes and improvements to this process. The following is a summary of the commissioning process and scope of work the Town requests for this project. The proposers should base their proposals on the presumption that all meetings will be held in person. However, the commissioning agent shall also ensure the capability to attend virtual video meetings if desired by the owner. The Commissioning Agent shall meet regularly with the Owner and design team to review the design team's energy model, develop strategies to ensure an efficient and optimized design and recommend alternative systems for consideration. The Commissioning Agent shall also be experienced partnering with the local utility company and working with Energy programs to help maximize the Town's available incentives. The Commissioning Agent shall provide design comments on Lighting, Heating, Ventilation, and Air Conditioning (HVAC), Domestic Hot Water (DHW), implementation of GeoExchange (if pursued), and energy saving systems etc. in a clear and concise report. In addition, the Commissioning Agent shall recommend additional Energy Efficiency Optimization Strategies including modifications to system controls, building automation, and operational upgrades for consideration by the design team.
