The Town of Cohasset, acting through its Board of Water Commissioners, is soliciting sealed proposals in accordance with G.L. c.30B, 6 from qualified firms interested in entering an Operations Contract for a four (4) years, with two (2) additional three (3) year options to renew, for a maximum total of ten (10) years, to provide full-service contract operation of its water department facilities. The Town will accept and consider proposals only regarding those specific contract requirements identified in this Request for Proposals Firms submitting proposals must have expertise in the management, operation and maintenance of municipal potable water systems of the type and size contemplated by this RFP. In addition, proposers are required to possess and demonstrate the administrative and technical expertise and financial resources necessary to provide and guarantee performance of all required services as specified herein. In order for a proposal to be considered, the proposal must demonstrate that the proposers administrative, financial and technical capabilities are equal to or exceed the minimum requirements set forth in Section 3.4 of the RFP. The Town of Cohasset and designated selection committee along with the Board of Water Commissioners, will decide if a Respondent possesses such required minimum qualifications At the beginning of each year of the contract (and each option year if so selected by the Commission) furnish an annual performance bond, in a form satisfactory to the Town and issued by a corporate surety licensed and qualified to do business under the laws of the Commonwealth of Massachusetts, in an amount equal to 100% of the Contractors projected Annual fee. Time for Acceptance: Proposals submitted in response to this solicitation are irrevocable for one hundred-twenty (120) calendar days following the proposal submission deadline. The Town requires a 5% performance bond to secure proposals and serve as liquidated damages in the event that a proposer fails to honor its proposal within such period Projected Contractor mobilization and start-up, if a contract is awarded, would be by July 1, 2024 This period may be extended only by written agreement of all responsive respondents. A final contract signing by the Water Department is expected to be completed on or before June 1, 2024 The contract period for this solicitation is four (4) years, with two (2) additional three (3) year options to renew, for a maximum total of ten (10) years. The Board of Water Commissioners may, at their sole discretion, elect to renew the contract at the end of each contract period for an additional 3-year period. Each shall be clearly marked on the exterior of the Proposal Envelope identifying it as a Price Proposal or a Technical/Qualifications Proposal. All proposals not meeting the minimum submission requirements as described herein will be rejected. The Water Department reserves the Right, After Consideration and Evaluation of Proposals Received, to Reject Any or All Proposals if in Its Sole Discretion Determines That It is in the Towns Best Interest to Do So.
