Site work and paving for a mixed-use development in Mount Vernon, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; road / highway; and water / sewer project.

The City is seeking professional engineering and technical services for design of the required street, multi-modal, sidewalk improvements, major utility relocation, and necessary right of way acquisition for the Laventure Road Widening Project. The City of Mount Vernon (City) is seeking submittals from engineering firms interested in providing professional design services to the Public Works Department for a TIB funded PS&E project, Laventure Road Widening. The successful firm will have experience in providing street and multi-modal facilities design, ADA requirements, stormwater design, right of way services as required, utility coordination, and permitting . The City invites interested parties to respond to this Request for Qualifications (RFQ) by submitting their qualifications relating to this project. Disadvantaged, minority and women-owned consultant firms are encouraged to respond. Upon consideration of the submittals, the City will negotiate final terms with the selected party. The project limits are located between Sigmar Lane and Hoag Road. Pavement rehabilitation is expected to consist of a 2-inch grind and overlay with localized full depth spot repairs. Pedestrian improvements will include spot repairs/retrofits to non-ADA compliant sections of the existing sidewalk on the west side and a new 5-foot sidewalk on the east side with appropriate ADA elements. Five-foot bike lanes will be included in the design cross section. The east side storm water conveyance primarily consists of a substantially deep ditch. This ditch section will be replaced with an appropriately sized stormwater pipe system to discharge into the existing stormwater system at Sandalwood Street (the existing ditch discharge point). The project will also involve a substantial level of PSE utility relocation. The City is seeking professional engineering and technical services for design of the required street, multi-modal, sidewalk improvements, major utility relocation, and necessary right of way acquisition for the Laventure Road Widening Project. Project elements include: Roadway design to include pavement overlay, channelization, bike lanes, and sidewalk improvements. Stormwater improvements/modifications. Earthwork design. ADA ramp/driveway upgrades in all applicable areas. Enhanced street lighting, as required. Design Services will include: Preparation and submittal of intermediate (30%, 60%, 90%) and final design documents including drawings, specifications, and detailed cost estimates. Design coordination with utility companies to meet relocation needs. Relevant analysis, studies, and reports. Survey services for design. Preparation of permit-related documentation as required by regulatory agencies. Right of way services, as required. Assistance in bidding and selection of construction contractor. Construction phase engineering support (post-design services). The work requires familiarity with all current WSDOT and APWA design standards, as well as WSDOT road construction standard specifications. All plans developed by the consultant are required to be sealed by a Professional Engineer (P.E.) licensed in the state of Washington. In addition, the consultant will provide bidding and construction support services. The City will require AutoCAD format drawings that achieve a high-quality level of plan preparation. The schedule that has been proposed by the City includes starting the preliminary engineering design and permitting in February 2024, completing final design and permitting in December 2024; construction anticipated in May/June of 2025. Firms interested in providing design and post-design services for this project to the City of Mount Vernon, please submit the following information: Statement of approach to the project. Overall experience and qualifications of the firm and/or sub-consultant firms to provide requested design services including: Street and multi-modal/sidewalk design. Storm water analysis and design. Evaluating and developing design solutions per ADA requirements. Permitting and agency coordination. Roles, qualifications, and experience of key team members and sub-consultants on similar projects. Anticipated project schedule to complete the design and construction support services. Availability: Describe your firms ability to complete the project within the proposed schedule. (Please do not include rates, overhead and fee information in the document.) List of example projects and references. Any unique or specialized services that make your firm qualified for this project. The City reserves the right to reject any or all submittals and to waive any irregularities and/or informalities. Respondents will be notified of Addenda. However, it is the respondents responsibility to verify whether any Addenda were issued. A respondent may withdraw a qualification submittal at any time prior to the final submission date by sending written notification of its withdrawal, signed by an agent authorized to represent the agency. The respondent may thereafter submit a new qualification submittal prior to the final submission date, or submit written modifications or additions to a qualification submittal prior to the final submission date. Modifications offered in any other manner, oral or written, will not be considered. A final qualification submittal cannot be changed or withdrawn after the final submission date. Note: the City of Mount Vernon shall not be responsible for qualification submittal preparation costs, including oral interviews (if held). The City of Mount Vernon in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252,42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
