A known NYSDEC superfund site (NYSDEC #828214) exists, within the project limits, at 65 Sullivan Street. Chlorinated volatile organic compounds (VOCs) have been detected in groundwater, and VOCs, semi-volatile organic compounds and metals have been detected in soil at levels that exceed applicable standards, criteria and guidance. The City's street rehabilitation project has the potential to disturb impacted media. Consequently, the City's Division of Environmental Quality (DEQ) requested Terracon Consultants-NY, Inc. (Terracon) analyze borings, adjacent to the site, along Sullivan and O'Brien Street, to characterize soils for exposure risk and/ or future waste profiling and disposal. Two (2) soils samples (B-5 and B-9) were collected on May 18, 2023, and analyzed for Urban Fill parameters including: Volatiles (8260), Semi-volatiles (8270), RCRA Metals (7471), PCBs (6010), Pesticides (8081), Herbicides (8151), pH (9040), Ignitability (1010), and Reactivity (SW846, 7.3). Laboratory results indicate soil contaminants were found to be non-hazardous and below restricted-residential regulatory limits. However, excavated materials are still considered to be regulated under NYSDEC Part 360 and must be managed in accordance with the approved Soil and Groundwater Management Plan.
