Site work and paving for a mixed-use development in Rochester, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

CR Number: 2104810 This Project consists of the improvements for the Pueblo Nuevo Group, which consists of the following streets: Sullivan Street (N Clinton Avenue to Joseph Avenue) - reconstruction O'Brien Street (West End to Joseph Avenue) - rehabilitation Hoeltzer Street (N Clinton Avenue to Joseph Avenue) - reconstruction Kappel Place (West End to N Clinton Avenue) - milling and resurfacing The scope of work for the reconstruction of Sullivan and Hoeltzer Streets consists of the replacement of the existing pavement sections with a new medium-duty asphalt pavement section; widening and shifting of the Hoeltzer Street pavement from 19.5' to 20'; installation of new stone curb and underdrain pipe; replacement of existing sidewalks and driveway aprons; replacement/adjustment of existing catch basins; adjustment of existing sewer manhole frames and covers; adjustment, relocation or replacement of existing water hydrants, water valves and/or boxes, curb stops and/or boxes; removal of existing trees; planting of new trees; and re-grading and hydro-seeding of all lawn areas disturbed by construction activities. In addition, the installation of water services in conflict with proposed south curb line on Hoetlzer Street. The scope of work for O'Brien Street consists of the widening of the existing pavement from 18' to 22'; milling and resurfacing of the existing pavement; installation of new stone curb and underdrain pipe; replacement of existing sidewalks and driveway aprons; replacement of existing catch basins; adjustment of existing sewer manhole frames and covers; relocation or replacement of existing water hydrants; adjustment or replacement of existing water valves and/or boxes; removal of existing trees; planting of new trees; clearing and grubbing of existing vegetation within and along the public right-of-way; and re-grading and hydro-seeding of all lawn areas disturbed by construction activities. The scope of work for Kappel Place consists of the milling and resurfacing of the existing pavement; closure of the existing unused driveway openings by installing new stone curb and replacing the driveway apron with new sidewalk; reconfiguration of the dead end portion of the street to provide new connecting sidewalk by installing new stone curb and new sidewalk; adjustment of existing sewer manhole frames and covers; adjustment of existing water valve boxes; clearing and grubbing of existing vegetation within and along the public right-of-way; and re-grading and hydro-seeding of all lawn areas disturbed by construction activities. A known NYSDEC superfund site (NYSDEC #828214) exists, within the project limits, at 65 Sullivan Street. Chlorinated volatile organic compounds (VOCs) have been detected in groundwater, and VOCs, semi-volatile organic compounds and metals have been detected in soil at levels that exceed applicable standards, criteria and guidance. The City's street rehabilitation project has the potential to disturb impacted media. Consequently, the City's Division of Environmental Quality (DEQ) requested Terracon Consultants-NY, Inc. (Terracon) analyze borings, adjacent to the site, along Sullivan and O'Brien Street, to characterize soils for exposure risk and/ or future waste profiling and disposal. Two (2) soils samples (B-5 and B-9) were collected on May 18, 2023, and analyzed for Urban Fill parameters including: Volatiles (8260), Semi-volatiles (8270), RCRA Metals (7471), PCBs (6010), Pesticides (8081), Herbicides (8151), pH (9040), Ignitability (1010), and Reactivity (SW846, 7.3). Laboratory results indicate soil contaminants were found to be non-hazardous and below restricted-residential regulatory limits. However, excavated materials are still considered to be regulated under NYSDEC Part 360 and must be managed in accordance with the approved Soil and Groundwater Management Plan.
